The changes, effective today, are not expected to have any immediate impact on the more than 1,660 local Head Start programs which have beer; offering medical, nutritional and educational services to needy preschool children. As part of the change, project director Richard E. Orton has been reassigned to Texas, and announced the reorganization in a memo to his staff members, a copy of which was obtained by UPI. He said that despite Head Start's reduced status, neither its budget nor its staff will be trimmed. "Organizational charts don't tell the whole story," Zigler said in an interview. "I did not come to Washington to see Head Start decimated." Lewis killed himself before officers could FORT COLLINS, Colo. (UPI) Two men who escaped from a small county jail in central Utah led lawmen on a four-stat- e, hunt Sunday which led to death for one of the suspects and capture for the other. Authorities said Richard Lewis, 22, of Meeker, Colo., shot and killed himself as officers cornered him in an open field near Laramie, Wyo. His companion, Mark Jackson Miller, also of Meeker, was arrested several hours later near Fort bullet-marke- d Collins. Miller was to be returned to Wyoming today to face charges of assault and kidnap. The kidnap charge stemmed from the abduction of two brothers who were forced to drive Miller to 200 Make Protest at Idaho Base MOUNTAIN HOME, Idaho Colorado in a pickup truck. Investigators said the incident began Friday when the two men overpowered a jailer at the Sanpete County Jail in Manti, Utah, and stole the deputy's car. The two were being held for burglary and drug law violations. The two drove to Cheyenne, Wyo., where they split up. Miller said he drove east, but turned back after spotting a roadblock in western Nebraska. While driving back through Wyoming, he discovered his cellmate's wrecked car. Lewis was holding a gun on two truck drivers who had stopped to offer him assistance. The two men drove off along Interstate 80, but were forced to leave the highway at a roadblock near Laramie. Lawmen exchanged gunfire with the suspects in the car as it plunged through two fences and drove across prairie ranchland. Laramie rancher Richard Strom said he saw the small Volkswagen rip through two of his fences and gave chase in a pickup. As he approached, however, a shot smashed through his windshield, narrowly missing his head. The car, which had one tire shot out, finally became stuck when it tried to smash through two adjacent fences. Miller was able to get out but Lewis who was trapped inside shot himself in the head with a pistol as lawmen approached the vehicle. Miller fled on foot to a nearby oil well site where he confronted two brothers, Michael Kowach, 26, and Tom Kowach, 22, of Pinedale, Wyo., and forced them to drive him in their company pickup to Colo- About 200 persons (UPI) marched and sat near the gate of the Mountain Home Air Force base this weekend to protest the United State's air and naval war in North Vietnam. "It is the position of the FDA to encourage any voluntary action that will result in meaningful nutrient labeling as soon as possible," Fine's letter said. Although Fine's action met requests from some canners, the National Canners Association urged him to reverse his decision. As proposed by the FDA, foods would use this labeling formula with the quantity in each case based on a cup or some similar serving measure- But the system for adopting regulations allows 90 days for public and industry comment, followed by further review, meaning the final regulations ordinarily could not be issued before late summer or fall.
