The Democrats are firmly determined to prevent the establishment of any precedent, this year, which might be used to their disadvantage in 1885; and many of them openly assert that the claim put forth by some prominent Republic cans,of the constitutional right of the ice 1 resident to decide disputes in electorial count', is merely the first step of a design to steal the Presi dency at next election. They accordingly announce that in case the republicans prevent the adoption ot. this current resolution, by fillibust-ering against it in the House of Representatives, the Democratic majority in Senate will, on Wednesday morninir, the vth mst., adopt an ord er directing the Senate to proceed to the hall of the House and join with the Kepresentatives in counting the electoral vote; and that the Democrats of both houses will thus meet and, numbering a quorum of both branches, will proceed with the count. It will be a number of months before the first brief ab stract report is printed for distribution, and much longer before a full report can be ready. Statistics for the latter are yet being collected by special agents in all parts ef the country and the public printing office, as the session draws to a close, is crowded with the current daily work of Congress. 2. The Speaker, replying to Asheton Cross, said that if he found wiltul obstruction, like making the same speeches repeatedly on a motion to adjourn, indulged in, he should consider that, under the standing orders, the members would come within its application. Parnell, Sullivan, McCarthy, Dillon and O'Donnell continued the disoussion. William Henry Smith,Conservat i ve, and formerly First Lord oi the Admiralty, rose to a question of order,and said that Parnell. was one of the eleven members who had spoken thirty-thretimes on motions for an adjournment. Smith summoned Dr. Playfair, who had relieved the Speak er, to name Parnell as guilty of wiN tuff obstruction. Dr. l'ujlair ruled that sufficient cause was not made out for Buch a proceeding. Alilbank, Conservative member tor Yorkshire, rose to a point of crder. He said that Bicgar had just applied to h im the epithet of a "fool," with a tout pretext. Dr. Playlair ruled that the expression was disorderly. Another motion for adiournnent having been negatived, Biggar arising on a matter of privilege, said that Milbank had crossed the floor of the House and called Lim an impudent scoundrel. Biggar denied he had called Miibank a fool. Milbank said he distinctly heard Biggar use the expressions. Dr. Playfair said it was the duty of Milbank to apologize to the House tor calling Biggar a scouu- drel, but not to Biggar. Once ago or rather many years upon a time I went to school. I do not date the event so far towards the sunrise of life in order to disarm criticism in relation to my writing, but because a newspaper experience covering a period of several years has taught me to always tell the truth and shame the devil one or the other, and generally the other. The school referred to was a high school; it was situated on an eminence overlooking the pretty town of St. in the State of Missouri, and it took a good deal of climbing to get up to it; that is, the school did, not the town nor the State. It (the school) was named the Des Moines River Academy, and was presided over by one Prof. Jackson. The attendants were numerous, as much so as a gang of rs in Washan ington during inauguration. They came from up and down the riyer, and among them was a debonair young man of tine mien and peculiar promise. I will call him Parker, because that isn't his name. His shirt fronts were, always immaculate, his boots polished to the point of perfection, and he never wore the same suit two weeks in succession.
