It provides for a sweeping reduction in the army, among others of five regiments of infantry, two of cavalry, and one of artillery. The officers who may be necessarily af fected by the reduction, are to receive one year's pay on being mustered out. Important changes are also proposed in the number and mode of selection of offi of cers, as the Commanding-Generul- s several military departments. The bill provides for the appointment of assist ant surgeons and from officers who have served in de the medical and quartermaster's partment durFag the late war, and that the first twenty graduates each year from the military academy shall be as signed to regiments and the remainder shall be discharged. Cheyenne, TV. T., 11 A telegram- from Ft. Laramie states that the mail carrier from the Red Cloud agency, with an Indian escort, has just arrived, and brings information that Frank Appleton, who was acting Indian of agent baville, agent, in the was shot on Monday night by the Minne corjou Sioux. The same night fourteen mules were stolen from a Government freighter, Charles Gareau, within three miles of the agency. At the White Clay agency the Indians have driven off the beef herders and taken charge, saying they will do their own issuing. The corpse of Mr. Appleton was left with the agency's doctor for Ft, Laramie. The doctor says he will not return to be made a target of. Troops have been telegraphed for, and the greatest excitement prevails.
