A letter was received here last evening from a gentleman now a resident in Baltimore, but formely clerk in the employ of Gen. George VY. Bullock, chief disbursing officer of the Freedman's Bureau under Howard. This writer says it was his duty while in the service of the bureau to examine vouchers for each and every month, and also to make out the pay rolls. He avers that the horses and carriages for the private use of General Howard and members of bis staff, summer vacations for his favorite clerks, iacluding their traveling expenses, were provided and paid for with money belonging to the government. The wife of Cspt. Salden, member of Howard's staff, was borne on the pay rolls under her maiden' name. .That of Howard's coachman was borne on the pay rolls as was also that of the wife of one Capt. Girard while she had np appointment and did no duty whatever. In conclusion, bn states that there are many other irregularities which ought to be made public, and volunteers to give his testimony before a committe at any time. New York, 3. Jeff Norton, formerly superintendent of the money order department of (he post office, has been recommitted to await the action of the grand jury on the charge of embeziling moneys entrusted to him, the former indictment having been quashed owing to vagueness. They declare, further, that it is evident that these capitalists do not intend to permit any remedy offered for these evils; and they therefore call; upon all laborers and producers of the west and south to unite in calling a convention in St. Louis on the 22d of Februajy, to interchange opinions as to the best mode of accomplishing this much needed end; and to such other acts as they may deem politio and necessary for the further protection and security in the pre-- . v . mises.
