There is the best authority lor stating that the government of Spain has never since the signing of the recent protoool, expressed any inclination to have it modified, and although some alarm has been created by recent reports from Havana, there is not the slightest apprehension expressed by the 'executive branch of the United States government of any trouble, and nothing has occurred to diminish the confidence in either the honest purpose or ability of the Spanish government to fulfil its engagements. Delay so far has been unavoidable.
