When you go to the doctor and have your blood pressure checked, he is recording your arterial blood pressure. This pressure is the maximum pressure of the blood exerted against the artery walls when the heart contracts to pump the blood throughout the body. This arterial pressure also reveals the force of the blood exerted against the artery walls when the heart is resting, or is in between beats.
