About one fourth of them have thus far deserted their posts. Only one of two conclusions may be drawn from this showing. Either the faithless recruits swore to an oath to serve their Government without the slightest inten- tion of keeping it, desiring onlv to see some of the world without expense to themselves, or else their icilk uir uujtrr iiiuiut iruiuiug vai mat iime. ri'ai u..i rigid discipline on shnloard proved unbearable. The young man who appreciates, who understands all that an oath stands for, will not dishonor the power that sets its folds above him, a symbol of protection to all that men hold sacred. If the fault lies in a lack of restraint, the culpability of the par- cnts is not a whit the less. And it seems peculiarly characteristic of American bovs to conceive, as soon as they reach the age of long trousers and frock coats, that all the restrictions of paternal authority should be disregarded and imagine that the cath and the fullness thereof were created for their especial benelit. To obey is thought well enough, perhaps, for infants in arms or children in kilts, but outside the pale of possibilities for the youth, who, with a strong microscoxe can discern faint traces of down on hfs turner lin. 'UESDAY EVENING. JUNE 30. 1903. The Prospects of American Socialism. With much good reason, the Socialists of Amer ica including those of Utah are rejoicing over the results of the German Reichstag elections. While the Center party still rules, the Socialists have gained such strength that they must be reck oned with whenever any important measure is pend ing. Their vote already exceeds 2,500,000, and is steadilv increasing. Some of their principles ar the equal of anything to be found in a republican form of government, and their leaders are among .he best educated men of 'Germany. While it is true that the cry of "bread, usury and dear meat" ap pealed strongly to the electors, it is also true that there is a gradual growth of the central idea of So cialism, which had much to do with the recent vic ? Unfortunately, it has gathered up nearly all the discontents, irrespect One ivp of their reasons for the discontentment. on a street enn hear, almost any summer evening, w' Socialist, expounding all sorts of corner, a wild, impractical governmental doctrines. On tht other hand, there can he found in periodicals, here and there, the enunciation of ideal principles of so-ciology, industry and government, written by Soleaders. Unless the Democratic party is dead which only a dreamer can believe a reality the Socialists can hardly hope to be a formidable rival of the Republican party. But they are growing, not only in numbers, but in common sense and pojiular respectability, and it is not too much to saythat in some of the States, both Democrats and Keto reckon with them in 190. publicans will-havWhen such men . as. William Dean Howells and 10m their ranks, there is abundant George Wiislure ; reason to believe the Socialists will shortly impress their ideas strongly upon thinking minds. Whether they shall .count in practical politics depends on the ability of their leaders. Thus far they have no reat popular leader, although Golden Rule Jones s of Toledo, O., comes close to the mark.
