Nov. 22. 1991 Not enough Sell savings bonds on base recently tried to buy a U.S. Savings on base and found, to my surprise, that they are no longer sold. With the emphasis placed on the bond drive each year I would expect easy access to savings bonds. Neither the credit union nor bank on base sell them. I already have one bond through payroll savings, but how do I get a savings bond for special occasions like birthdays, etc.? QI I appreciate your interest and participa-- r tion in the U.S. Savings Bond program. During 1990, the Federal Reserve Bank converted to what is termed a regional delivery system. The RDS is designed to eliminate bond sales printing and issuance for of bonds at financial institutions. The main change for financial institutions was that they I er over-the-count- would no longer inscribe the Series EE bond, or maintain a stock of bonds. Most of the financial institutions (banks and credit unions) will order a Series EE bond for you. There is an order form that is completed by the bank, and they in turn submit the application to the Federal Reserve Bank which will inscribe the bond and mail it to the purchaser. This usually takes between seven and 15 days. The First Security Bank on base participates in this program and will be happy to assist you in your bond purchases. At the present time, the America First Credit Union does not order Series EE savings bonds. The first one accepts checks and the second is cash only. On several occasions when I 've gone in to get a few items, they are using the second lane for customers who have more than the 12 items even though the one express lane that is open is backed up. The last time I was there, a cashier took a customer with more than 12 items to the cash-onlregister while all of us with less than 12 items were left waiting in line at the express lane that accepted checks. I feel they should keep the second lane open as cash only so people can get right in and out without waiting in line for people who are writing checks or have more than 12 items. Can't they do something to keep both express lanes open for customers with less than 12 items? Commissary policy is that a minimum of one permanent checkout lane be designated a "cash or check" express lane 100 percent of the time while the store is open for business. This lane is limited to 12 individual items or less. When deemed necessary, an additional "cash only" express lane is added. This lane is limited to 12 individual items or less. This additional lane is not permanent and canwill be changed frequently to accommodate other customers as required. When there are no customers waiting in the cash-onlexpress lane, that lane is used for who are waiting in regular lanes. Occashoppers exsionally, while the cashier on the cash-onlcash-onlis for lane customers, waiting press customers with regular orders may be directed to use that line. Before the cashier finishes ringing up the order, however, customers with 12 items or less and paying cash may start forming a line behind that customer. This cannot be avoided and the wait is minimal. Permanent signs state the express lanes are limited to 12 items or less; additionally, frequent announcements are made throughout fk called the recreational vehicle lot on 2Z base to reserve a spot. They told me their whole lot is full and they have no slots available. There are a lot of empty slots in the lot, but w hen I brought that to their attention I was told there are people in base housing who have a slot reserved but don't actually have an RV and aren't storing anything there. He said there is nothing they can do about it. That seems wrong to me. Can something be done to help us so we don't have to pay to store our vehicles downtown when the lot is half or send on LOGD1S or OtriceViston to ID "ACTION," your comments will be recorded and staffed through the agency responsible for action. I really appreciate that. I understand they are from the 729th Tactical Control Squadron and that the 729th has adopted this portion of the highway. Whenever shoppers in the express lanes are detected with more than 12 items, they are asked to use a regular checkout lane. The commissary staff cannot afford to have a cashier standing idle at an express "cash-only- " lane waiting for customers; therefore, whenever that cashier is idle that lane is used to check out regular orders. Customer waiting time in the less than "express lanes," even on busy days, is 10 minutes. Why no kids' shows on weekends? a I'm new to the base and I'd like to know why the base theater has no children's matinees on the weekends. All the other bases I've been to have provided this service for our children. Why doesn't Hill? When you call Evt RV A major consideration for maintaining the base theater is that it must financially even. When more performances, including children's matinees, were being run by AAFES, this definitely wasn't the case. In fact, the performances have gone from eight, including one matinee, to four with occasional matinees, to the current schedule of performances only on Friday, Saturday and Sunday evenings. I'm sure you know the interest of individuals varies from base to base. In our case, the level of support for children's matinees just wasn't enough to continue such performances and remain financially sound. i f" Thank you for your concern. All of the RV storage lot spaces are currently assigned. Some spaces may appear to be vacant, but that is because the people assigned those spaces have not yet put their recreational vehicles in storage for the winter. The Vehicle Transportation Division's vehicle operations branch does maintain a waiting list for those individuals who wish to be contacted when a spot is vacated. There may be cases, however, where people on the waiting list will have to secure storage elsewhere until a space is available. To me it ranks right up there with those who run indoors to avoid flag ceremonies such as retreat. Obviously there is a much bigger problem here, quite personal on my side. I was surprised with your comment that the Army discontinued this. I agree it was a big mistake. Just on the chance that we may be considering it also, I don't feel it will increase theater participation. My family, including my children and wife, find it very refreshing. I just thought you might like to hear from the Q other side. I Your comments regarding the playing of 1 the national anthem are greatly appreciated. The Air Force policy of playing the national anthem will continue at Hill. Do civilians have privileges? I I'm fairly new to Hill AFB and am won-a2dering just what privileges I have as a x civilian employee. Is it possible for a civilian employee to use any of the shops on base, the theater, bowling alley, swimming pool, etc.? What is available for civilian use and what is restricted for military use only? You have asked some questions that occa- sionally need answering, especially for our new civilian employees. Civilians are authorized to use all Morale, Welfare and Recreation Division facilities. One current exception is the Hess Fitness Center, where you must have an MWR card in order to use the facility between the hours of 6 a.m. and 5 p.m., Monday through Friday. At times we give priority to our military and their families in certain MWR facilities when overcrowding occurs. You should contact the specific facility in which you wish to participate to determine if any priorities are in effect. Army and Air Force Exchange Service facilities and the commissary are required to restrict use to active-dut- y military and their families, retired military and their families (with some family member age restrictions), and reservists and their families, with certain restrictions.
