When we go in to wash and vacuum them, the vacuums are sitting out in a graveled area. This is going to create a problem this winter because it gets quite muddy. One week we're undergoing a reduction in force and the next week we're being moved. Our jobs are constantly changing as well as our work areas. Now, we're hearing more people will be going to prep for flight. We're wondering if all these changes are really necessary because we have heard they are making these moves so the flight test people can be promoted. Why can't they just leave us alone and let us do our job? f! Your frustrations expressed over the RIF and being moved are being felt in many areas and by workers and supervisors at all levels. The bottom line in all this is constantly changing workloads. For example, at the time the reduction in force went into effect, the additional airworkload of approximately 15 C-13- C-13- 0 0 craft did not exist. With the additional workload, management has had to manpower and skill requirements and make adjustments. Along with this, we are looking at better, smarter ways of doing business. The intent behind realigning the incoming resource control center to flight test is to add some flexibility by personnel and to be able to better adjust to workload schedules as they change. This action has absolutely no effect on promotions of existing flight test perre-evalu- cross-trainin- g sonnel. Management will continue to minimize the impact on employees as much as possible and will make every effort to keep everyone informed of changing requirements. Does labor agreement still apply? a Aren't the people being affected by the transfer of the supply function to the Defense Depot Ogden governed by the Air Force Logistics Command Master Labor Agreement until the transfer actually takes place and they are no longer bargaining employees? Section 1611 of the agreement states that the employer will make every effort to find a position within the competitive area to place the employee in accordance with mandatory placement priorities when the employee does not wish to transfer with their function. Don't the employees affected by this transfer have any rights or choices in the matter? il Jr This transfer of workload and personnel does not meet the Office of Personnel Management's requirements to qualify as a "Transfer of Function" since Defense Depot Ogden is already performing this type of work. Instead, the movement of personnel will be treated as a management reassignment and Article 16 of the Air Force Logistics Command Master Labor Agreement, which you cited, does not apply. However, all employees identified for transfer to DDO will be covered by the AFLC MLA until the transfer date, Oct. 13, and will continue to be considered for position vacancy opportunities until that time. Reassignment of employees is a management retained right. Bargaining unit employees who are identified for reassignment to DDO have the right to file a grievance under Article 6 of the MLA and nonbargaining unit employees may file if they believe their poa grievance under sitions .have been wrongly identified for transfer. Traffic was coming into the intersection virtually from all directions and the way he controlled all the traffic was noteworthy. He was able to maintain an orderly flow in all directions and made sure all the traffic got through OK. I just wanted to pass on what a fine job that gate guard did. Thank you. J appreciate you taking the time to compliment the security police for the fine job they do in moving the traffic at the gates. These entry controllers make every effort to get you through the gate as quickly as possible without compromising the security of the base. They do an outstanding job. Thank you. I work for a contractor here on base and I have a compliment for Bill Kershaw, one of your civilian police officers. I have contacted Kershaw half a dozen times with questions and he's always been so helpful. He doesn't always have the answer to my question, but he always goes out of his way to get it. There are a lot of people who don't really care for contractors and like to give us a hard time, but he has always been polite and friendly. I just thought you ought to know you have a real fine man here, and I think you ought to give him a pat on the back. Since Lot 17 was reassigned to the Aircraft Directorate, the lot monitor has been issuing tickets. He also has been directed to monitor it more closely from p.m., to assure compliance with its designation as a medical lot. M Jr We had a RIF in May 1991 to reduce and realign our Air Force Logistics Command and Ogden Air Logistics Center work force to the assigned workload. Reductions were based workload asupon the headquarters-recognizesigned several months prior. There are no new second level positions being d established in aircraft operations, but there are approximately 156 new positions, including some indirect and being established to supto our port the addition of about 20 first-leve- l, C-13- workload. This additional workload was first discussed in and was finalized in mid-Jul(after the RIF was over). The workload is being transferred from Warner Robins ALC, to give them capacity to begin immediate work on failing wing structures. These 156 aircraft operations division positions will be filled by realigning our present work force from other divisions and directorates, as opposed to "new fills" from outside hire. As a separate effort, the aircraft operations division is reviewing and correctly classifying all production supervisory positions. This is needed to recognize the duties resulting from the integrated organizational development reorganization that occurred here almost a year ago. mid-Jun- e C-14- y 1 Do family members I am a swing get cards? ID shift worker and I have been having some problems with my wife coming on to the base to pick me up at the end of my shift. Although I have notified the gate that she would be coming, they still have stopped her and would not let her on the base. I understand there was a flight change and the new information was not passed on to the new flight. I have been told that Defense Department employees' wives are able to get passes to come on base. If true, this would eliminate the problem for us. Is it possible to get a pass, because this is very frustrating for us? M The security police apologize for any in-- r convenience you encountered. They have placed visitor logs on both the West and South Gates to be used when the reception centers are not in operation. Use of these logs should ensure information is passed from one shift to another and should prevent problems like yours from reoccurring. You're also right that employees are authorized identification cards for their family members. The Civilian Personnel Branch located in the south end of Bldg. 1244, Ext. 77162 or 75932, will assist you in preparing the forms required for ID issue. Please give them a call before going, as there are certain documents you must bring with you to verify eligibility. Can supervisor open all mail? I sent some mail in an envelope with the person's name written on it. The supervi sor opened it. Is a supervisor allowed to open other people's mail? To understand the answer to your ques-tion- , you must first be made aware that the base information transfer system is to be used for official mail containing personal information subject to the Privacy Act only. Personal mail rhould not be entered into this system. Official mail containing personal information is subject to the Privacy Act. Therefore, if mail comes into an organization addressed to an individual, it must be considered official mail and the supervisor has every right to open that mail, especially if the individual it is addressed to is absent from work. This is necessary to ensure receipt of important information is not delayed, or action required to meet a suspense can be initiated in sufficient time to allow a timely response. Please note that the supervisor, or alternate, are the only ones who are authorized to open official mail addressed to a specific individual who works for them. M |
