Show ACTION LINEEXT. 77000 frustrations Appraisal We a were informed that a supervisor who has no idea w hat kind of work we do is going to do our appraisals. We don't think that's fair. All the changes we have gone through are frustrating enough without them doing this to us. Why can't our former supervisor who knows w hat kind of work we do take care of our ap- praisals? I The supervisor of record will be the official rater for you and others within your organization. However, your previous supervisor who worked with you during nearly all the rating cycle has provided an informational appraisal to the current supervisor of record for his use in completing the official appraisal. In addition, the prior supervisor will participate in the appraisal discussions. These procedures will ensure you are appraised by the supervisor most familiar with your work, and a knowledgeable person will provide feedback during the appraisal discussions. These are difficult times and I fully appreciate and understand your frustration. I am committed to ensuring every employee is given a fair appraisal by a person who is familiar with the employee and the work plan. I appreciate your feedback in this situation. 4 Can hours bo extended? Since the majority of the people are back Sf from the war now, would it be possible for support activities to extend their hours of operation? We're working shifts, normally from 6 a.m. to 6 p.m., and the library, gym and dining hall don't open until 6 a.m. It makes it very difficult to use them. 12-ho- ur reduction of hours at the library went jfl The into effect not only because of employee deployment but also from acute staff shortages, and vacancies that cannot be filled due to the hiring freeze. New hours are based on the times when the library is most heavily used, during lunch and immediately after quitting time. The Hess Fitness Center hours of operation did not change during Desert Storm. Currently, normal summer hours are in effect. These hours are Monday through Friday, 6 a.m.-- 9 p.m. and Saturday and Sunday, 9 a.m.-- 4 p.m. This allows ample time for workouts either before or after shift you work, depending on which work. I had the hours at the dining hall checked to see if the current feeding hours of operation could be extended, but I regret we are unable to support your request for the following reasons: Recent budget reductions in the base's operations and maintenance accounts have impacted our ability to fully fund our current appropriated food service contract for this year. As a result, we had to adjust the hours the dining hall serves to meet our obligations to fund the contract. That meant reducing our eating hours. However, this does not mean that we will allow the quality of meals and customer service to diminish in any way. Our bottom line will always be on the leading edge of customer excellence. Enlisted members who miss a meal at the dining hall have an alternative to purchase a ground support meal from the flight kitchen. The ground support meal is a sack lunch with several meal choices available. Also, the flight kitchen, located at the dining hall, is open 24 hours a day and should be able to provide you an opportunity to eat should you miss a meal. 12-ho- Killing ur trees needlessly While driving up to Bldg. 849 I noticed the bark ripped from two trees because of the carelessness of an employee mowing weeds with a tractor just above the big tanks. This is not an uncommon practice. Driving to the Roy Gate, one is impressed to see trees still alive after having their bark ripped away by such an operation as weed mowing. This base would have been truly beautiful in the summer and fall had all the trees planted years ago survived. I know the weeds have to be removed, but what a price to pay for those of us who would like to see beautiful trees along our roadways. Can something be done to educate the grounds people in the art of Total Quality Management so we can eliminate this carelessness? Aug. 23, 1991 Hilltop Times 11 Police are great; traffic is not f My first and most important comment is we have some great security police. They are courteous and professional. The gate guards are no exception. They do a great job and many of them extend their watch beyond traffic entering the gate and include traffic behind them approaching the gate. My second comment is that the traffic at the West Gate is sometimes backed up to the highway and it causes employees to be late. One day there were two dog handlers who were just standing out there with their dog while the traffic was backed up. The areas were definitely uncomfortable. I hope the fans will make your workout time more enjoyable. I Thank you for recognizing our security police for being courteous and professional. They do a superb job directing traffic in all kinds of weather, despite the thousands of vehicles that enter and exit the base daily. My hat is off to each of these professionals. Regrettably, it is not possible to open a third lane of traffic at the West Gate as you suggest. There is only a very short section of roadway in front of the gate shack where three lanes exist and the third lane is a right turn onto Sixth Street. If all three lanes were open, most of the traffic would be required to merge back into two lanes just inside the gate, creating a significant safety hazard and an even worse bottleneck. The dog handlers you saw that morning were there to conduct random vehicle inspections in search of contraband. Jr Why can't bins be full? Why can't they keep the stock levels up minimum in the direct maintenance inventory center? There is no reason, when a part is needed, for the stock bins to continually be empty and parts unavailable to complete the job. Why don't they get some people in there who will keep those bins full, because it slows down work and destroys continuity when parts aren't available? tt2f to The trees identified were indeed "clipped," Jrk but, it was not a matter of carelessness but rather inexperience. Please understand that many of our present grounds operators were placed in Civil Engineering as a result of the recent reduction in force actions, and have not logged enough time on the big mowers to become truly proficient at the operation of this cumbersome equipment. As for the trees along the Roy Road, their demise was a result of poor soil, drought conditions and the fact that the trees were of an unsuitable variety to be planted in this area. You will notice the planting we are doing today is consistent with the climate and the area being planted. For example, Joshua trees are being planted where there is no irrigation. Many grass areas are being replaced by rock in order to conserve water and the requirement for watering VJ systems. All grounds people have been briefed on using caution when mowing around obstacles. Civil Engineering is concerned not only about the trees, signs and posts that are damaged, but also about the equipment that is damaged in the process. Phone solicitation continues I just received a phone call from someone in Arizona regarding the sale of lottery tickets. Just thought I'd let you know that solicitation is still occurring on our telephones. iHI Telephone solicitation to base telephone numbers is a problem we have very little control over. There is no technical way we can selectively restrict calls coming to the base. The people at the 1881st Communications-Compute- r System Group have notified consumer protection agencies in Utah and New York, for national coverage, that our telephone numbers should be placed on the list for restriction from telephone solicitation. Everyone should be aware that it is not legal to participate in these solicitation calls while on duty on base. However, if you receive one of these calls, please stay on the line long enough to record any information that might identify the telemarketing company, such as company name, address or telephone number. This information should be passed to 1881st Resources Planning Team, at Ext. 72414. The communications people will then use that information to identify the telemarketing company to the appropriate consumer protection agency. Thank you for your interest and concern. Stock levels in the direct portion of a Depot Maintenance Support Center are largely determined by usage rate. This usage is recorded by the Exchangeable Production System and D035K computer systems. DMSC managers review this computerized information several times each quarter and bin levels are adjusted accordingly. Stock replenishment is done on a daily basis. As material is issued, it is recorded immediately. Each week the DMSC manager requests a report called "MIC items with zero balance." This report is used to compare with issued, backorder and reorder records. The only time there will ever be an empty bin is when the item was just issued and reordered, or it is on back-orde- r and is not available. Production in this area is at a very high percentage and is not being delayed by continually empty bins. There are parts problems, as in any industrial environment, but they are well documented and each production foreman concerned is fully aware of what they are. Because no specific items were mentioned and no bin levels listed, it is difficult to respond to your conin-trans- it, cern with any degree of accuracy. The DMSC in your area has a reputation for excellent customer support. The foremen and their technicians all know they only need to mention the need to stock an item or increase the current bin level and the DMSC people will gladly do it. Cooperation between material and production has never been a problem in this area. Hopefully, good communication will keep it that way. Problems at Roy Gate Would it be possible to have a guard at the Roy Gate stop traffic at rush hours between 3:30 and 4 p.m. to let people on the freeway get through the stop sign? They are having a lot of trouble getting through as it stands because the guards aren't paying attention to the people at the gate.
