Masko Air Force News Service chief AFB, Ohio-T- he of the Air Force Logistics Command promotes quality management in every aspect of his command, crediting AFLC's success to the belief that everything one does for quality improves productivity. As AFLC commander, Gen. Charles C. McDonald leads 90,000 men and women whose mission is to keep all Air Force weapon systems and equipment WRIGHT-PATTERSO- he is optimistic about the quality initiatives that AFLC has put into action. It was the progress of total quality N combat ready. The general is known as someone with a mild temperament who speaks softly, but there's almost a roar in his voice when he talks about quality. "Quite frankly, I don't think it makes a lot of difference what you call it, or even how you describe your vision, as long as it's based upon understanding who your customers are, relating to their needs and striving to continually improve your response to that customer," McDonald told Air Force News Service July 15. "If you have that philosophy in mind, you have a quality program. If you don't, you don't." In taking a streamlined approach to managing AFLC, he has been questioned by people in his own command on the grandness of his ambitions. in the command the "Some of the senior civilian work force have told me over the last two years now that I've introduced more change to this command than perhaps in the previous 20 old-time- rs years." These changes have included the AFLC reorganization, supporting Desert Storm, and at the same people not only with a sense of purpose, but the appropriate reward system that recognizes the good ones and weeds out the bad ones. 99 Gtn. In addition to these challenges, there is an added necessity for AFLC to be much more precise in the application of resources while operating under reduced funding, McDonald said. "I find it gratifying that we have come through this very turbulent period apparently without seeming (negative) effect. But I don't really believe that. I know there have been effects." Rice to integrate the two commands and form the Air Force Materiel Command. The improved business practices and streamlining made possible by the two commands' successful TQM programs set the stage for the integration, McDonald said. In addition, he believes the real nucleus of these quality initiatives is people. "Our goal is to have all Logistics Comrjand employees trained, empowered and trusted to perform their job right the first time. While leadership provides the objectives, resources and support, it is teamwork, accountability and recognition that are the hallmarks of our quality structure. "At the same time it is necessary to provide our people not only with a sense of purpose, but the appropriate reward system that recognizes the good ones and weeds out the bad ones." The lower ranking military and civilian workers play "the most important role" in quality management, McDonald said. "I can talk about it, they can make it happen." Among AFLC's success stories was the command's demonstration in the Persian Gulf War when more than 90,000 parts were expedited to the war zone.
