Harris Directorate of Environmental Management Officials from Hill AFB and the North Davis County Sewer District have begun negotiations that would allow the base to discharge treated groundwater into the county sewer system. The sewer district has asked that Hill take responsibility for any costs, problems, liabilities or fines resulting from the discharge. The negotiations will determine how these issues will be resolved. The additional discharge is a result of cleanup actions mandated by the Comprehensive Environmental Response, Compensation and Liability Act, known as CERCLA, and is classified as CERCLA wastewater. "We want to take responsibility for our actions," said Capt. Edward Heyse, Hill's chief of environmental restoration. "We don't believe there will be any problems, but we will take the responsibility if any arise." Meanwhile, the sewer district board has agreed to suspend the notice of violation sent to Hill last month while the agreement is being worked out. The district and the base set a deadline of Oct 10 to have the issue resolved. "Both parties want to resolve this situation as soon as possible. I'm confident we are both working toward a common goal and that we will reach that goal before the deadline," Heyse said.
