Bldg. 225 are those devel-A- t oped over the past several years of exercises, operational readiness inspections, and security penetration attempts for facilities behind the Pacer Protect fence. Generally speaking, some exits are protected by one guard and are used as exits only; other exits are protected by two guards and are used for both entry and exit. Two guards were found necessary for entries in order to properly and adequately check incoming people without building up an excessive cue. I agree with you that it would be nice to allow people to enter any door they are accustomed to using, but I believe you will agree with me that we need to conserve the manpower we are investing. As the designated entry point (it has not changed in several years) is only 150 feet from the entry you described, this does not seem an excessive inconvenience for our employees. We share your concern. Speeding, especially in the housing areas, is a big problem and I need your help to reduce it. Speed bumps are not the answer. They inhibit snow removal operations, cause bicycle accidents and do not effectively reduce speed. The security police will increase coverage of this area. As a reminder, if you see a violator, get the license number and go to the law enforcement desk and file a complaint. While this may inconvenience you a bit, it is the only way the security police can follow up on an incident they did not witness. Your sworn statement can be used to take action against the offender. As you point out, the children's safety is foremost and if more people get involved, we can all make a difference. Turn on the lights There is a safety problem again in Parking Lot 52, across from Bldgs. 505 and 507. The lights are off again early in the morning when it is dark and it's dangerous, especially with the icy conditions. Would you check to see why the lights are off again so early in the morning and see that they are turned on? Q Civil engineering employees responded to your in-quiry by repairing area lights in Parking Lot 52 on Jan. 23. While the Action Line didn't state how long the lights were out of service, it did indicate a recurring problem of lights not working. With such a large number of exterior lights on base, we have relied heavily on parking lot monitors and patrons to report lighting problems directly to the civil engineering service call desk, Ext. 71856. However, in response to your Action Line, civil engineering will begin periodic surveys at night to identify and fix light outages. This practice should improve the safety of Hill AFB people. yi Car wash wasting energy work graveyard and every year at this time I pass the Hill AFB car wash at night, there are big heaters running with the bay doors wide open. There is never anybody there using the car wash, and I think it's a big waste of energy. Why don't they close the bay doors or turn the heaters off at night when the car wash isn't being used? QI The car wash is open 24 hours a day to serve customers. It contains equipment that, unless heated, will freeze and become inoperative. Garage doors are not provided on the west side of the building as this is a hazard (vandalism, asphyxiation, doors freezing closed). A plastic curtain wall was tried but it resulted in claims for new paint jobs. All known measures have been taken for energy conservation. The only alternative would be closing during the winter. Extend hours to ease overcrowding The West Area gym facility in Bldg. 1277 is clean, has great workout equipment and is managed by a highly conscientious staff. It's a super facility, but because it is so good, it's Keeping it open a.m. could ease the crowding. Many people from come right at 10:30 a.m. to try to avoid the lunch time crunch. They get their workout in, but still have to deal with the locker room crowds who are coming in between 11 a.m. and noon. Could it be opened before 10:30 a.m. to help ease the workout aiJ locker room crowds? over-crowde- d. Unfortunately, budget deficits and recent cutbacks cannot afford the West Side Fitness Center the luxury of increasing its hours of operation. Current staffing will only allow for the existing hours. To avoid overcrowding, may I suggest you take advanp.m., when usage is not tage of the hours between at its heaviest. Also, the Hess Fitness Center is open during the hours requested, if that will help accommodate your needs. yi4 Why can't I get help with a will? Please convey my sincere appreciation to your staff for their outstanding support during my recent visit. I commend your center for its unselfish support of Operation Desert Storm; and for maintaining morale while working long hours under M preparation for a temporary duty assignment to Egypt, I went to the Judge Advocate's Office to see about getting a will and power of attorney drawn up. They told me I would have to have a set of my orders. When I returned with my orders, they did fill out a power of attorney for me but wouldn't draft a will. Qln difficult conditions. Please give them a call at Ext. 75201 and they'll try to match you I 110-22- office has a i regret there may be some confusion over what your entitlements are to personal legal assistance at the Hill AFB Law Center. , In accordance with Air Force Regulation the Air Force provides personal legal assistance only to active-dutand retired military members and their memcarrying family members, and to active-dutbers of allied nations who are on duty in the United States (and their family members). Civilian employees of the Air Force who are not military retirees or military dependents are not eligible for free legal assistance under any circumstances. Nonetheless, it has been the practice of our law center to provide powers of attorney to any civilian employee who produces orders for transfer to any overseas location. This was a helpful accommodation to those employees, given in recognition of the fact that their official moves may result in unavoidable situations in which a power of attorney would be useful. This practice has never included any other kind of legal service, including the drafting of wills. If someone in the law center has represented to you that you could obtain a will in the law center in your capacity as a civilian employee, then he or she was totally incorrect. The Air Force relaxed the eligibility rules to allow base lawyers to give limited services (wills and powers of attorney) to reservists who were not then on active duty, but who had been alerted that they might be mobilized in conjunction with Operation Desert Storm. Similarly, the eligibility rules were also relaxed to include estate work of military members who die in Operafor the tion Desert Storm. The Air Force did not relax the eligibility rules to include civilian employees reassigned to the combat zone. In the case of your TDY move to Egypt, which is not in the combat zone, there is no entitlement whatsoever, but I understand that you at least obtained a power of attorney without having to pay a lawyer for this service. Again, I regret any misadvice you may have received regarding a will. I note parenthetically that our legal assistance officer called the Air Staff, in conjunction with your inquiry, to determine whether the eligibility rules have been expanded to include civilian employees who are moving to the combat zone. He was not only informed that the rules have not been expanded, but that our practice of providing powers of attorney to civilian employees who are moving to any overseas location is absolutely not authorized. As a result, the Staff Judge Advocate is reviewing that practice to determine whether it results in an inappropriate expenditure of appropriate funds. M Can you recommend speakers? Ogden Children are constantly running across 6th Street to play at the park and it's dangerous for them because the traffic is going so fast. Would it be possible to put in some speed bumps to slow the traffic down, or at least have the security police patrol more often there? Our children are important and they should be able to play without endangering their lives. March 8, 1991 customers think the base exchange service station is in misleading advertising. They have posted the rates for the different jobs such as oil change and tune-upand then at the bottom it states an hourly rate of $33. I went in and waited 30 minutes for them to change a part and assumed I would have to pay for the part and $16.50 for the labor. When I went to pay they charged me for the part and $50 for labor. When I explained that it only took them 30 minutes they said they had to go by the book rate which, for this part, was 1.5 hours. The sign doesn't state that and they need to either change the policy or change the sign. QI s, The BX service station uses a labor guide to determine what times to charge when completing work that does not have an established price. The labor guide gives the time for particular repairs such as the 1.5 hours noted in the inquiry, and then that time is multiplied by the hourly rate ($33) to determine what is charged. The labor guide is used to protect customers from mechanics taking too long to complete the work. If, in the instance noted in the inquiry, it had taken two hours to complete the job, you would have only been charged what is noted in the labor guide (1.5 hours). Please contact the BX service station for more complete details. Because the sign at the service station is confusing, it will be revised to inform the customers of the aforementioned information. This is standard pricing in the automotive repair world. Priority parking needed I Recently, while visiting on base, watched a man on crutches walk almost four blocks to get to his 2 building. Aren't handicapped people given parking priority near the buildings where they work? jflk Severely handicapped workers are allowed to park as close to their work area as possible. If our han dicapped workers are encountering parking problems, they should address the problem through their supervisory chain for resolution. next-of-ki- n Restriction doesn't make sense won't they allow us to drop our riders off at QWhy entrance to Bldg. 849 anymore? The rea- son my riders carpool is so they don't have to walk back and forth across an icy parking lot. I can't understand the need for this restriction. As you know, Operation Desert Storm greatly f creased security all over the base. One of the areas the Technology and Industrial Support Directorate thought vulnerable was that area directly in front of the main doors. After further review, TI has decided to rescind this policy, and check IDs in the front foyer and major access doors instead. Desert Storm now appears to be over; however, should the situation take an unexpected turn for the worse, security could get tighter and TI may have to reconsider.
