Congress directed the military services to eliminate all direct appropriated fund support to clubs Oct. 1, 1990. The result means our AFLC clubs must adjust to more than $3 million annually in new revenue or reduce service to our members. General McDonald: One of the main reasons for the decline in membership is the failure of clubs to keep pace with the changing lifestyles of our military and civilian work force. In particular, our dining operations have not adapted well to today's environment.
