An amicable agreement between the state of Utah and farmers of reliction lands on the shores of Utah lake ap pears probable as a result of the visit of the land board members to the area concerned, It was asserted Sunday by George A. Fisher, member and executive secretary of the board. The plan now formulated is that the state will In effect give preference right to lease, to abutting owners, who In turn, will recognize the ownership of the state to reliction lands by negotiating leases hereto. Some of the lands are among the most valuable sugar beet areas In the state, It Is declared. Much of the area is excellent for pasture purposes, and cattle owners are paying those holding possession of such tracts as high as $1 a head a month for the right to graze cattle there. Much Is Useless Much of the area, however, la tn sloughs and swamps, and otherwise not highly valuable. Rentals are to be on bases fixed by an appraisal of each tract concerned in the proposed leaaos. Heretofore the owners of lands above the meander line of the lake shore, fixed as the average high water mark when the lake was emptied through the Jordan river by gravity, have extended their fences as the lake receded, and occupied the strip between their lands and the water. In places, the present shore of the lake Is half a mile or more from the meander line Practice of occupying this area has been followed by riparian owners for as far back as 50 years, It Is claimed. The state claims the ownership of all lands under the surface of navigable waters at statehood, and therefore the ownership of these lands. $25 an Acre Under an act of the legislature, passed In 1931, the state land board may not sell any of this land at less than $25 an acre. In the paat, owners of riparian lands have refused to acknowledge the riabt of the Mat to lease them the lands, and at the same time, and as a geceal rule, have paid bo tsxes on the lands In some cases, however, occupied. taxes have been offered, and It may be, in some cases have been collected.
