William Darity, University of North Carolina economist said, several have economists performed studies to determine whether or not racism still exists by looking at different income levels of both s and white in America, African-American- families. Their studies support the fact that since the 1950s African-America- n income levels have dramatically increased and will continue to increase until they become equal to that of the majority of Americans, he said. But Darity disagrees with many of the studies because they did not take into account many other determining factors. "The theme of equality leads to certain ambiguities when we try to discuss the meaning of the notion of equality," he said. There are many factors to be considered when examining racial discrimination. Two important ones are equality of opportunity and the equality of results. Let me propose that the notion of the equality of opportunity is a mm perspective concept that about the predicates nothing that the kinds of outcomes group that is becoming equal is about to achieve. It only says that when seeking equality they will only share the same rules of the game with everyone else in the population. "Equality of opportunity then is in some sense setting the ground rules for the competitive order and those ground rules are supposed to be in some strict sense color blind," Darity said. Equality of results on the other hand is much more ambiguous. Indicators such as the health of the populations in question and social indicators which involve the question of the incidence of criminal activity, the incidence of pathological behavior can be determining so-call- factors. "As the economists are prone to do we can look at specific I indicators that control earnings, income, wealth, employment and occupations, to determine equality of results," Darity said. Equality of opportunity is more prevalent in the U.S., equality of results, however is see "speaker" on page two By Mark Braza Chronicle Staff Writer The Utah Board of Regents announced Friday that recently reviewed University of Utah departments are generally high quality programs but lack funding other universities provide their departments. Departmental reviews maintain "a concern for programatic quality, an emphasis on accountability, the need for budgeting strategies in times of limited resources, and the need to update curricula," Commissioner of Higher Education Rolfe Kerr said in a memorandum. The reviews go through an elaborate process which includes a by the department and examinations by faculty from the U.'s peer institutions.
