Representatives of Intel Corp., Motorola Inc. and Harris Corp. became the first to file their designs with the U.S. Copyright Office during a ceremony Monday marking enactment of the Semiconductor Chip Protection Act of 1984. The law, signed in November by President Reagan, creates a new form of intellectual property protection a "hybrid" between a copyright and a patent and offers legal security to computer chips similar to that enjoyed by books, songs and mechanical gadgets. The law will protect for 10 years any chips made after July 1, 1983, that are registered within two years of their creation. Violators would either have to pay royalties or face fines of up to $250,000. Japan, which has been widely criticized for copying U.S. chip designs, is currently working on such a law. "Proprietary protection for semiconductor chips is the first significant intellectual property created in over 100 a key years," said Rep. Presley died in his Memphis mansion Aug. 16, 1977, of a suspected drug overdose. "I love him," said Kiyoshi Kto, of Tokyo, Japan, who performs as an Elvis impersonator. "When he died, I thought about suicide. He was an original. His heart has got communication with the audience, and that's why he's loved by so many people."
