Provided, that any unexpended balance remaining in such account after the completion of the project, shall be paid into the Bond Fund and shall be used solely for the payment of the interest on and the principal of such bonds, or in the alternative for the acquisition of outstanding bonds of such issue at a price (exclusive of accrued interest) not exceeding the face amount thereof. SECTION 5 That it shall be the duty of the City Council to cause a separate accounting system to be set up and maintained for the waterworks system ,the same to be kept by the City Recorder, and such City Recorder shall keep proper books of records and accounts in which complete and correct entries shall be made of all transactions relating to said system.
