Show i Hilltop Times February 9, 2006 AFUC future Continued from 1 erational and maintenance costs while decreasing readiness. The Air Force must modernize its fleet of aging aircraft if we are going to continue to fly, fight and win America's wars." The response to this challenge is AFS021, emphasized General Carlson. "We have pockets of continuous ' process improvement using tools like Lean at our air logistics centers," he said. "But we must now take our efforts to an enterprise-wid- e level ... across not only our air logistics centers, but also the Air Force Research Lab and our product, test and specialized cen- ters. "By examining our processes, which affect our strategic outcomes, and applying an analytic approach, which focuses on continuous process improvement, we'll produce dynamic Air Force-wid- e results through improved ef ficiencies," General Carlson said. As the conference drew to a close. General Carlson asked his commanders and directors to recommend two processes for improvement by Feb. 9. Commanders and directors will provide a progress update during AFMC's spring commanders' conference March 27. The general stressed that he is committed to creating an environment that inspires trust, innovation and a passion for achieving improved performance. "My goal is unprecedented integration that will yield previously unimagined success," General Carlson said. "I am counting on everyone within this command to take us there." Q. Will the number of guards at the Roy Gate be a increased to handle the additional traffic? A. The number of guards will remain the same, but we 1 ment of Transportation, Utah Highway Patrol and Clearfield City. Until a more permanent solution is found, the change in Hill gate usage should provide immediate relief for the congestion at and increase safety in the area, said the p Col. Scott Chambers, 75th Air Base Wing commander. "We're going to continue to look at ways to deal with this issue," Colonel Chambers said, "but our first concern is to reduce a safetyproblem and to cut down on the amount of time people sit in traffic waiting to enter the base." The gate change, originally announced in last sent out to week's Hilltop Times and in Hill workers, raised several questions. A few of the most commonly asked questions are provided below with responses from the 75th SFS. Q. Won't the extra cars going to the Roy Gate have adjusted our shift schedule to have the maximum number of guards available at the Roy Gate starting at 4 a.m., Wednesday. There will also be additional military support to ensure there are two gate entry guards per J lane from 8 a.m. Q. How many lanes will be open at the Roy Gate? off-ram- 4-- If they continue combining the lanes like they are now at the Roy Gate, this will cause problems when; people try to merge and cause the same problem,I with traffic backing up onto the freeway. 4A. The Roy Gate is open for inbound traffic only from 8 a.m. When commercial vehicles are not being searched, passenger vehicles may also use the search lane during this time period. Q. Why isn't Ogden traffic directed to go to the Roy Gate? A lot of people bypass it and go to the West i Gate. traffic has been directed to use A. For over a year, the Roy Gate instead of the West Gate. At the West Gate interchange, there is a safety hazard because the northtraffic frequently backs up all the way back bound traffic exiting at the onto the highway. Southbound West Gate backs up, but not to the point of causing a safety problem. There is both a capacity problem and a safety problem at the West Gate; the change to theof West Gate traffic pattern is meant to ensure the safety those who travel northbound on Q. Why are we closing the West Gate so early? I at 5:30 a.m. or so and the traffic is fine. A. Any adjustments to the flow of traffic must be made during the lowest traffic volume periods to ensure both the safety of motorists and those placing traffic barri crs. Q. Why isn't the third lane being used at the West Gate? This would take care of the backed up traffic i on the highway if it was opened. A. In 2003, Air Force leadership directed a baseline force protection posture that requires barriers at all Ait Force base entry points. The current gate design does not facilitate the placement of those barriers without eliminating a lane. We are researching ways to meet our force protection requirements and still have maximum lane availability. Q. Why aren't there more guards placed at the West Gate now to help with traffic? A. The US Protect guard contract is centrally managed by the Air Force at Lackland AFB, Texas. The number of guards allocated to Hill by the Air Force is determined not only by our needs, but balanced against the overall management of the contract across the Air Force. There are now a sufficient number of contact guards at the West Gate, augmented by military personnel, to ensure therfe are two gate entry guards in both of the lanes. Previous time studies have concluded that placing more than two guards per lane does not move traffic through the gate cause the same problem of traffic backing up onto the freeway? p A. No. The Roy Gate is more than 350 Additionfeet longer than the West Gate off-ram- off-ram- p. ally, the Roy Gate is designed to facilitate vehicles "queuing" 2,700 feet from the gate to the traffic light versus only 300 feet at the West Gate. This will enable a greater number of vehicles to access New commander Continued from 1 ar-riv- shoes to fill. He also said one of his challenges as wing commander will be deployments. "The 75th Air Base Wing has done so well over the last 18 months with deployments," he said. "We will continue to provide combat ready Airmen and muni;' tions for the Global War on u Terrorism." He said that one of the first things he heard about Hill was the great support from the community. "I really look forward to meeting the mayors, commissioners and the community that provides all the Photo by Carl Burnett support for the base," said Col. Scott Chambers Air Base Wing flag from Maj. Gen. Kevin Sullivan, Ogden Air Lo75th the accepts Colonel Chambers.
