This makes about 1 pauper to every 42 of New York's population, a showing not as bad as England's, where 1 person in 83 is a pauper; still, for the empire state of the American republic, it is bad enough. Under paupers aro included in the New York report, however, not only those wholly dependent on the public fund for support, but persons receiving occasional assistance. New York spent in relieving her poor s in 1890 $3,087,185. In the county the paupers perform considerable labor, which saves the state somewhat. In 1890 their work amounted in a saving to the commonwealth of $71,837. This sum was within a thonsaud dollars of enough to pay tho salaries of superintendents of the county poorhouses. This, however, the reader will perceive, amounts to less than sixty cent6 per head earned in a year by all of New York's paupers. In the pauper colonies of Germany every individual, however old, young or weak, is obliged to do some kind of work. Poorhouse farms in New York comprise 9,331 acres. At the beginning of 1890 20,920 paupers lived in the county houses, and at present there are 17,047 inmates. Statistics of the sex of paupers make a curious exhibit Of paupers living permanently in the poorhouses there are about a thousand more females than males. But in figuring up the whole number of persons obtaining state relief the figures are so strongly the other way as to be startling. In spite of the supposed weakness and disability of women in the labor field, in spite of the small wages paid them and tho comparatively few occupations open to them, New York has 15,479 more male paupers than female ones. The tramps go to swell this sum total heavily. They are quite willing to be supported by the public, but they insist at the same time on their freedom; therefore they choose to be tramps. There are other striking figures. One set of these faces us when we look at the nativity of the paupers. There are 03,082 of them foreign born, while much less than half 53,096 are natives of the United States.
