There will also be considered such matters as perfect international intercourse on terms of equality and justice, mutual advantage among the nations in trade and commerce, the diffusion of in ternational intelligence, the education of the citizen, the diffusion of knowledge and the freedom of the press. If Russia, if even Germany sends us delegates to this remarkable congress of nations, how will it seem to them to see in one of the leading papers of the country a caricature of a very high official personage representing him as an infinitesimal dog, with a second high official personage depicted as his towering tail, and underneath the question, "Does the tail wag the dog?" In Russia the author of that cartoon would tramp to Siberia, in Germany he would be imprisoned, but in the United States neither high official pays any attention to the matter, thereby showing both wisdom and good temper. The physical well being of the nations will likewise be discussed at this congress. We have come to that stage of civilization where the health of one nation means the health of all. A treaty which anybody who could see an inch beyond his nose would expect to make trouble is the cause of the present difficulty. At the peace of Utrecht, in 1713, Newfoundland was finally ceded by the French to Great Britain, with the condition that the French should have the privilege of catching and drying fish on the coast The shore on which they were allowed this right was defined in 1783 to be the coast from Cape Bonavista northward around the island as far as Point Richa The people of Newfoundland, as time went on, became more and more irri tated that citizens of a foreign power should land on their shore and catch and carry away their lobsters under their very eyes. Those lobsters and those fish, they declared, belonged to them, and no French should have them. The French, on the other hand, insisted on their rights. There has been constant friction. At length the Newfoundland people claim that the French are infringing on their rights, and they demand that the status shall be changed. At the same time they cast longing eyes toward the United States of America, and signify in all ways consistent with their position as a dependency of Great Britain that they desire closer relations with us. The Salisbury government has under taken to drive the Newfoundland of the present into observing the treaty made between France and the mother country 178 years ago. The means adopted so far is the so called Newfoundland coercion bill in parliament, whose consideration has cauaed such bitter and rebellions feeling in the island. The British government hopes officially that France may be induced to arbitrate the fisheries question and that thus some amicable understanding, or even modification of the treaty may be reached But these things take time, and Newfoundland is in a steadily increasing state of irritation. The snub she received from the home government last winter in the attempt to arrange reciprocal trade and commerce between the island and the United States is not yet forgotten, and an act of parliament to force her into allowing the French fishermen on her shores will not tend to soothe her feelings. Fortunately our new navy ha already more provision for torpedo boats and torpedoes titan for the war ships. At any rate the torpedo will probably prove most dependable in the line ot coast defense.
