The above summary shows that the permanent population of the asylum is increased but one at the end of the fiscal year, although during the year there have been admitted forty-tw- o .patients, thirty-twhave been discharged and nine have died a total of forty-one- . The lowest monthly attendance ot patients during the year bos been 130, the highest 136, or an average monthly attendance of 132. The crowded condition of the asylum made it ueceaaary to cease receiving more patients, except as vacancies occurred from discharge or death; and the limit (by permission of your honorable boards) was placed at 133 seventy males sixty-fiv- e and females. This number fills the building, causing occupancy ot every available space whereiu a patient cun be placed with any degree of safetv. I would state, in this connection, that I have been obliged to refuse a number ot applications for admission ot insane persons to the asylum, on the ground that the institution cannot with safety accommodate any more at present. The general health ot the inmates has been good. No epideuuo has prevailed, and most of the fatalities have been from causes that were progressive and originally produced the mental disease with which the patient suffered. There have been a few cases of fever of a malarial character, also some cases of erysipelas, but no deaths from any ot these causes. Ia April last a tragedy 00-- o wurred whereby a patient, Sing Lee, a Chinaman, lost his life at the hands of another putioat This was thoroughly investigated at the time by the coroner, and also brought before the board. While no blame could oe attached to anyone, yet it sorves to illustrate the ttrent danger which exists in the crowding together of such irresponsible being?, especially when there are no facilities to Feparate those whose iusansi impulses have homicidal tendencies. Fortnnately the new buildings now in course of construction, when completed and fitted up, will enable the management to placo the administering ot the affairs of the asylum and tho treatment of the patients upon a new basis that will do away with many, if not all, ot the features which are at present S3 detrimental to tho physical g of the patients, and mental and militate so heavily against any attempt at rational treat monk In fact, this number of patients, crowdod together as they must ba under presont circumstances, renders futile any effort at systematic treatment and makes the asylum little better than a house of detention in which we do the best we can t3 attend O tho physical neads of the o well-bein- patients. Our percsntage of discharges was gratifying, undor the1 circumstances; I atn satisfied they woul ha . ebeea greater had we not been, subject to so much noise and excitement around the buildings. DuriDg the whole of the past summer and fall, the great number of men and toams employed about the grounds and buildings, and the noise and confusion incidental to the progress of such work, have had a demoralizing effect upon the inmates, and have, also, increased the labors of the attendants very materially. We are anxiously looking forward to the time when quietude wSl again prevail around the outside of the institution, feeling certain that it will be conducive of a greater degreo of quietude within. Some of the patients discharged during the past year have been, by my advice, permitted to go upon parole to the care of their friends, with the understanding that, should it become necessary, they could be returned at once. These were cases that had made considerable progress toward recovery, and, in my judgment, simply needed the quiet of home surroundings Bnd friends to complote the cure.
