Brent Edwards, and unanimously passed mat the minutes of November 7, 1 995, be approved. 3. It was moved by Rondo T. Farrer, seconded by Norman L. Lamb, and unanimously passed mat the bull be PAGE 4 r5 nt approved. 4. Construction Manager. Cliff Lawrence met with the board and reported on the status of the new buildings. Also discussed on the speaker phone with attorney, Mark Poulsen, was the pending lawsuit with M.T. Enterprises, and a possible settlement being reached with M.T. Enterprises Bonding Company. 5. ; Principal Smith, teacher, Barney Ricff, and four students met with the board and presented an energy saving program for the Belknap School An energy patrol has been organized and they will visit each classroom and show the students possible ways to save energy. It was moved by Norman L. Lamb, seconded by Rondo T. Farrer, and unanimously passed that the board support the program. It there is a savings, Ac board may help purchase a needed item at the school. It was moved by O. Brent Edwards, seconded by Pat 6. WHEREAS the Board of Education (the "Board") of Beaver School District has the responsibility for educating students residing within die confines of the Beaver School District (the "Diarid")snd WHEREAS adequate school building facilaie are necessary in fulfilling the educational mandate of die District, and WHEREAS in order to finance new school buildings, the Board has from time to time and wilt in the future issue general obligation school buildmg bonds, and WHEREAS the interest rate on school building bonds is largely detennined by the District's underlying bond credit rating, and WHEREAS theUah Sute Treasurer and the State Office of Education working in cooperation the State's Financial Advisor, Zions Bank Public Finance, have proposed a School Bond Default Program, and WHEREAS tteBcsrdbdieues that the School Bond Default will bring about an upgrade in the bond rating of the District to "AAAAsa" and WHEREAS the potential uviigs to be achieved statewide are estimated to be it the tens of millions of dollars, and WHEREAS the property taxpayers residing in the District expect us to conserve taxpayer resources wherever possible, and WHEREAS the Board wishes to support the State Treasurer and the Office of Education in their attempts to establish an economically beneficial School Bond Default Avoidance Program for Utah school districts. NOW, THEREFORE, BE IT AND IT IS HEREBY RESOLVED by the Board of Education of Beaver School District as follows: 1. The Board respectfully requests and petitions the Utah Constitutional Revision Commission, the honorable members of the Utah Senate and House of Representatives and the honorable Governor of Utah to lawfully provide for the calling of s constitutional referendum to consider changes to the Utah Constitution providing for s School Bond Default Avoidance Program, The Board hereby expresses its support for the adoption of 2. SB by Senator Lyle W. Hillyard (THE UTAH SCHOOL BOND GUARANTY ACT) to implement to provisions of the Utah School The family of David I. Coleman wishes to thank everyone who was so kind to us during the loss of our husband, father, grandfather and friend. We appreciate al the food, flowers, cards, donations and sympathy received at this time. We would tike to give special thanks to Dr. Bradey Spaulding and the staff at Milford Valley Memorial Hospital for the excelent care and kindness given to our loved one. We would also like to give thanks to the IOOF and Victory Rebekah Lodge 43 for the wonderful grave side services and to afl those special friends who were there for support in our time of sorrow. 'OianLs -- Jlaain, WenJLf, Charlie, Kennu,JCtthu, Russell, &t&Jmi Obituary CHARLES FRED "CHICK" HOLM Milford: Charles Fred "Chick" Holm, age 74, passed away December 7, 1995 at the Milford Valley Memorial Hospital. He was born on March 7, 192 1 in Milford, Utah to John Victor & EhjbeuiBoarth Holm He married Waima Neeley November 16, 1947 in Las Vegas, Nevada and she preceded him in death on June 12, 1984. Chick enjoyed bunting deer, arrowheads and bottles with his family. He loved the mountains and liked to go prospecting. He loved animals but most of all he loved his family and was very family oriented. He was a loving husband, father and grandfather. He lived all his life in Milford. He was a veteran of WWII serving in the Army. He survived by his children, Wendy Holm, Charles H. & Lorraine Holm all of Milford, Kenneth & Patti Holmes of St George, Kathy & Joseph Holmes of West Valley, Russell Q. & DeAnn Holm, and Rodney F & Mary Jo Holm all of Milford. 26 Grand, and 8 Great Grandchildren. Brothers, Andrew & Ruth Holm of Paducah, Kentucky, and Alvin & Lorraine Holm of Cedar City. He was in death three brothers, preceded by Martin, Jim & Frank Holm. Funeral Services were held Saturday, December 9, 1995 at 1 :00 p.m. in the Milford I.DS 2nd ward Chapel. Friends could call at the Olpin Mortuary on Saturday from 1 1:00 a.m. to 12:30 p.m. Interment was in the Milford Cemetery under the direction of Olpin Mortuary. 7. Letters of Resignation have been received from Beaver High teachers, Larry Stewart and Aaron Wallace, and it was moved by Norman L. Lamb, seconded by Rondo T. Farrer, and unanimously passed that they be accepted. 8. Several new replacement teacher candidates were interviewed and upon recommendation of Superintendent Holmes and Principal Albrecht, it was moved by Rondon T. Farrer, seconded by Norman L. Lamb, and unanimously passed (hat the foDowing new teachers be hired at Beaver High School Stephen W. Gingell and Glade Welker. 9. Wrestling mat damage at Milford High School was reviewed by Mr. Willden. Cost to repair $5,500.00 and cost to replace, $8,500.00. Will look at replacement and seek restitution through the Courts or insurance. 10. It was moved by Pat Rimpau, seconded by Norman L. Lamb,a nd unanimously passed that the board go into closed session at 2:10 p.m. Student issues discussed. It was moved that regular session resume at 2:50 p.m. 1 1. Upon recommendation of Superintendent Holmes and Principal ScholGeld, it was moved by Norman L. Lamb, seconded by Rondo T. Farrer, and unanimously passed that a student be expelled from attending Beaver County Schools for the balance of this school year. Superintendent Holmes will notify the government agencies that need the information. It was moved by Norman L. Lamb, seconded by O. 12. Brent Edwards, and unanimously passed that the board go info closed session at 3:26 p.m. Personnel Discussed. I was moved and seconded that regular session resume at 4:10 p.m. 13. It was moved by O Brent Edwards, seconded by Rondo T. Farrer mat Greg Rogers be hired as part time sweeper at Beaver High School and placed on probation status for the remainder of the school year. Upon a call for a vote on the motion there were four (For) votes and one against. Motion 14. Will have to budget approximately $ 1 6.900.00 next year for the upgrade. May have to charge each student a Driver Ed. fee for next year. 16. Gary Stahlic is working on getting a piano for Milford High School. $3,000.00 is needed and they have raised SI 400.00 and would like (he Incentive for Excellence Program to match that amount. Lighting changes lo suve energy and the school lunch program were reviewed by the Business Manager. There being no further business lo come before the 19. board the meeting was adjourned at 6:30 p m.
