Also present were Superintndent Carl M. Holmes, Assistant Superintendent Donald J.Willden. and Business Manager Nicholas R Dotson. 1 The meeting was called to order at 10:00 A.M. and an invocation w as offered by C. David White. Minute 2. Bill 3. It was moved by Rondo T. Fairer, seconded by Norman L. Lamb, and unanimously passed that the bills be approved. Policy 4. The board worked on the policy manual from 10: 5 A.M. to 1 :00 A.M. Manual 5. Mary Ann White. Sandy Edwards, and Carolyn White met with the board anddiscussed the purchase of new auditorium seats for the new Beaver High School. The group mentioned is trying to raise $47,000.00 to purchase 480 new seats, which will replace the 480 old seats scheduled to be moved from the old auditorium aud added to the 117 new seats that are already in the new building contract making a total of 597 seats in the new auditorium. A couple of questions they have been asked while asking for contributions: I. Is Beaver School District one of the highest taxed in the State? 2 If someone makes a sizabledonation how can they receive recognition? In answer to question 1 Superintendent Holmes gave the group a copy of a bar graph showing that Beaver School District Is near the bottom In taxing effect among all districts and not at the top. In answer to question 2 the Board felt that all those that donate should be recognized in same way. The board also felt that any money raised could be used to purchase an equal number of seats and the old seats would have to fill in the shortfall. 6. Bookmobile costs for 1995 and 1996 were reviewed. Costs for 1995, $5,900.00 Cost for 1996, $6,206.00. The costs reflect 50 of what Beaver County is billed on a calendar year basis. A letter was received from the Beaver County Library Board requesting that the school board continue to help fund the Bookmobile. Alter much discussion it was moved by Norman L. Lamb that the board provide There being no second the $5,000.00 for motion died. It was then moved by Rondo T. Fairer, seconded by G. Brent Edwards, and unanimously passed that the board provide $5,500.00 toward the Bookmobile for 1996 and that mis amount be reviewed annually It also appears that Beaver County School District is the only one in the State participating in Bookmobile costs with counties. 7. Rick and Sandy Brauer met with the board and presented information in the St. George area on Radon Gas. The article also mentioned mat the Beaver City area has one of the highest levels of Radon Gas in the State. Anything over level four needs attention and some areas in Beaver City may reach 100. The Braners said that testing is available through the State at no charge and that the Board consider testing all schools in the district. After more discussion it was moved by Rondo T. Ben Price approached the Council about the status of Councilman Thomas' residency and if he will still be able to serve as a Council member. Attorney Kanell stated that as long as Councilman Thomas owns the home located in Milford and that he still resides there part of the time, he can still serve until he notifies the Council otherwise. 7 Councilman Carter motioned to pay payroll and bills with the exception of bills from Jones and Councilman Thomas DeMiile. seconded the motion, all in favor. 8. Councilman Carter motioned to raise the starting wage for the School Crossing Guard to $5. 00 per hour and to advertise for the job opening weeks. 2 for approximately Councilman Thomas seconded the motion, all in favor. 9. The issue of Ball Park lighting has been settled. 10. Thehe draft of proposal for bulk water rates has been tabled until next meeting. 11. Counncihnan Sower motioned to accept the one year affordable for Milford housing plan Councilman Dotson seconded the motion, all in favor. 12. Treasurer Nctto informed Council that the City is getting good results with the issuance of Bulk After discussing Water Permits. rates on water meters that arc borrowed from the City office for bulk water. Council members agreed to set up a basic charge for the use of Councilman Sower City meters. motioned to set a basic charge of $10 .00 for the 34 inch meter and $25 .00 for the 2 inch meter and to also pay for the w ater used as per set bulk water rates Councilman Dotson seconded the motion, all in favor. Councilman Sower also motioned that the office staff draw up and have each renter sign an agreement stating County School District If costs are involved, may have to reconsider. 8. A group of Cub Scouts met with the board and asked questions about financial and other situations in the district. Attending a public meeting is one of the requirements while working toward a Merit Badge. The board was glad to have the scouts at the meeting and welcomed them and all patrons to attend board meetings whenever they can. 9. District enrollment reviewed. October 1, 1994 count 1,426 students October 1. 1995 count 1,480 students - Todays count 1,476. Student numbers appear to be fluctuating daitv. 10 Career Ladder program discussed Mr. Willden presented a list of 21 approved programs. Most will be funded at $ 1 ,000.00 for a 60 hour program. Guidance Program was 11. Comprehensive discussed with Mel Osborn. Denny LaBarron and Shane Erickson They reported that they have reviewed the 5-- -4 SEOP plans and how they are helping each student plan for a career. Mr. Willden presented Beaver High with a certificate for being accepted into the State Comprehensive Guidance Program. Beaver High will also help Milford High with their Comprehensive Guidance Program. 12. Principal Albrecht met with the Board and presented a plan which would modify Fridays class schedule and provide time for helping students Friday afternoon and still meet the State Guidelines toward hours and days of instruction. After further discussion it was moved by Rondo T. Fairer, seconded by G. Brent Edwards, and unanimously passed that the proposal be accepted and put in plan as soon as possible at both high schools. 13. It was moved by Norman L Lamb, seconded by Rondo T. Farrer, and unanimously passed that the following be approved as volunteer assistant wrestling coaches, David Lowry and Mike Giles at Beaver High School Chris Barnes at Milford High School 14. Mr. Willden covered this years testing for grades 8 and 1 1 and off level testing for grades and 6. All grades appear to be improving in their test scores. 15. Reviewed status of Milford High and Beaver High building projects and the work that needs to be completed. Also reviewed the pending court case with M-- T Enterprises and a possible final billing from Larkin Plumbing, the contractor who was released. completed the job after M-16. The following goals are being sent to each teacher and they are to respond on how they might reach each goal. 1 Raise the academic expectation level of your students. 2. Improve your classroom T . management by using Harry Wong procedures. 3. Increase the involvement of your students families in the teaching and learning process. 17. Ail schools in the district will participate in the Statehood Centenial at some time during the celebration. 18. It was moved by G. Brent Edwards, seconded by Rondo T. Fairer, unanimously passed that the board go into closed session at 5: 10 P.M. Personnel Discussed It was moved and seconded that regular session resume at 6: 10 PM. 1 9. UNAPPROVED MINUTES MILFORD CITY COUNCIL MEETING NOVEMBER 8,1995 1 Mayer Mary Wiseman called the meeting to order at approximately 7:00 p.m. Those in attendance were Councilmen Carter. Dotson. Sower. Smith and Thomas, Coordinator Swain. Recorder Sparling. Treasurer Netto. Leadman Whiting, Attorney Kanell, Junior Davis. Richard McDermott. Jason McDermott, Sheri McDermott, David Lake, Ben Price and Alice Smith reporting for the Milford Monitor. 2. Officer Dave Mott couldn't be Wiseman so Mayor present about Council the approached possible feline control for the City of Milford. Mr. McDermott. has already talked to the Planning and Zoning Committee and the) have given him their approval with a Conditional Use Permit being issued. Councilman Thomas motioned to sell the old A T & T building, as is. with minimum bid set at $150,000.00 with full disclosure., Councilman Sower seconded the motion, all in favor. Alice Smith brought to the Councils attention that you can put in a statewide ad for Council $99.00. approximately requested that the office staff check into it. 15. Coordinator Swain informed Council that the Impact Board for Housing discussed low cost housing for Milford, He explained that Milford wants to have private developers do their own developing of low cost housing instead of having the City get involved with the housing. Councilman Sower asked Coordinator Swain to check with Cedar City because they come highly recommended in regards to this issue. Tabled until next meeting. 16. Council agreed that they arc not interested in advertising with the Daily Spectrum. 17. Coordinator Swain informed Council that under new laws, drug mandatory on testing becomes January 1. 1996. Any person who has Drivers a CDL (Commercial License) will be tested. Coordinator Swain has received information from other entities regarding this matter and how the city should handle random testing, etc. Council asked Coordinator Swain to proceed with training. A drug training program will be held on November 14, 1995 at 7:00 a.m. at the Milford City Office. 18. Feed mill water rates and water rights has been tabled until next meeting. 19. Extension of the Golf Course Lease (weather permitting) will be put into the budget discussion. 20. Council agreed to have Jones and DeMiile. City Engineers, survey the street located on 300 West between 4th and 5th South Avenues. According to city maps the street is 20 ft. wide from Center Street to the City Park and then increases to 30 ft. width from then on. Complaints have been made about a pole installed close to this proximity and the City wants to make sure the pole isn't located in the street. 2 1 Council members agreed that at long as the City employs a City Engineer, the engineer should only be able to work for the City so there is no conflict of interest. Councilman Sower motioned to have Attorney Kanell draw up a policy stating that the City Engineer can only work for the City to avoid conflicts of interest. Councilman Thomas seconded the motion, all in favor. 22 Citizens are concerned about the amount of dust on the South end of town. Council agreed that when the new sewer put in the road should be graveled to cut down on dust. 23. Treasurer Netto asked Council about old past due accounts.
