Show iilfirtnitir SEPTEMBER 1, 1995 Unapproved Minutes CITY COUNCIL MEETING AUGUST 15. 1995 1 . Mayor Wiseman called the meeting to order at approximately 6:00 p.m. Those in attendance were. Councilmen Carter, Thomas, Sower, smite and Dotson city Coordinator Swain recorder Sparling, Treasurer Netto, Leadman Whiting, Attorney Kanell, Tim Jones, Craig Pfinsten, Sam Scott, Tom Jones, Lowell Mellor, Susan Mellor, Lary Carter, Ron Wunderlich, Sam Florence, Mary Albrecht, Sheldon Albrecht, Nadine Dennis Jones, Zeke Hickman, Johnson, Al Turner and Alice Smith reporting for the Milford Monitor. 2. Craig Pfinstein (Kiewit Mining) proposed to the Council a ballast quarry outside of Milford. The operation will crush rocks, bring thee to Milford and then load them onto railroad cars. They hope to have ballast ready to go by June 1, 1996 with the project being approximately a 15 year plan. The operation will 15-2- 0 employ approximately people. Kiewit Mining requested a letter of support from the Council which they will sign once it has been drawn up. 3. Water rights for U.P.R.R. were tabled until next meeting so that more information could be gathered. 4. Dennis Johnson (South Central Utah Association) Telephone approached the Council about a Franchise Easement agreement from Milford City so as to provide telephone service to Milford and the surrounding area. Councilman Sower asked Attorney Kanell to check through the agreement. Council asked Mr. Johnson to please give some additional information before making any decision regarding this matter. Tabled until next meeting. 5. Les Prall, Chad Johnson, Paul Barton and Craig Davis, (Community Economic and Development) discussed with Council, the potential impact growth will have on Milford and surrounding communities. A target team is being formed to help our cities determine ways to help mitigate any tax received through growth. Each entity will have or 2 representatives with one of the main interests being in financing and local 1 housing. 6. Those in attendance were' Mayor Wiseman, Councilmen Smith, Dotson, Thomas, Sower and Carter, Recorder Sparling, Treasurer Netto, City Coordinator Swain, Attorney Kanell and City Engineer Tim Jones. 10. Councilman Carter motioned to adjourn out of Executive Session at 10:15 p.m. approximately Councilman Dotson seconded the motion, vote as follows Councilman Thomas-ye- s, Councilman Sower-ye- s, Councilman SmiuW s, Councilman Dotson-ye- s, Council. ;ian Carter-ye- s. 11. Minutes from the 2 Public Hearings on August 1, 1995 and the City Council meeting of August 1, 995 were approved as read. 1 2. In regards to the water and sewer project, Councilman Dotson motioned to have Council give Tim Jones, City Engineer, the authority to explore the contract in question and make recommendation to accept or reject within 3 days. Councilman Thomas seconded the motion, all in favor. Engineer Jones will call with his recommendation in time for special meeting set on August 21 , 1995. 13. City Coordinator Swain spoke with Beaver City about having someone for 1 day a week to handle the Dog problems in Milford. They are taking it to their Council so results 1 put on his property during the Main Street Projects. He will then pay for the other meter left on said property. 27. A Donation of a large flag was made by Reverend Bill Wagner. The flag will be hung in the Caboose Park. 28. Council agreed Kanell draw up and of Ordinance: 4-- to have Attorney amend Section D Franchise Permit Required. 29. Councilman Dotson motioned to pass Resolution: 1 1 -- 95 Fees for Land Development Applications, Councilman Thomas seconded the motion all in favor. 30. Councilman Dotson motioned that Council accept the apparent low bidder for water and sewer project, based on recornmendations by Jones and DcMille. Councilman Sower seconded the motion, all in favor. 6. It was decided by Council that water and sewer hookups for Advanced Development need to be tied into lots. They also had a question on the bill received from Milford City for City Engineer, Tim Jones, for Compaction Tests on the Ironwood Subdivision. They felt that it was extremely high. Tim Jones explained that there were many problems with the grade and compaction. Payment of the bill for the tests has been tabled until next meeting. 7. Nadine Jones (Milford Senior Citizens) approached the Council about hiring Bill Wright to do the curb and gutter alignment on their Councilman Thomas property. motioned to allow Bill Wright to proceed with the Councilman Carter alignment, seconded, all in favor. After the curb and gutter alignment has been shot, the County will oil and grade. As per Councilman Dotson, the City of Milford has agreed to fill in the hole that is causing the puddle on the south side of the building. 8.
