As a research professional with the Rocky Mountain Center for Occupational and Environmental Health, the doctor was recruited by Dr. David Symond earlier this year to assess community concern regarding environmental issues. With the city unable to get a committee of local residents who were willing to draft a questionnaire, the professionals prepared a draft. City council members reviewed the draft Tuesday evening. It will be referred to Dr. Symond for further study, with recommendation for a few changes. Lewis-Younghas issued an open invitation for concerned residents to contact her. She added assurance that they need not be afraid of retribution because names can be kept confidential. "I will not rev eal anyone's name if they choose to remain anonymous. If they will trust me and trust the University (of Utah) their comments can be used to help gauge feelings," she said. Beaver's fledgling team definitely made an mostly its with impression dynamic, talented speakers. After two rounds of in all three events in which they competed. The Beaver led competition, students following participated: Brandon Smith, Leo Kanell, Emily Tamara Anderson, Foster, Starla Nelson, Sadie Waters, Korey Yardley, Elizabeth Kanell, Erin Orton, Patty Sims, Nicole Harr, and Milyn Yardley. Brandon Smith and Leo Kanell won first place in every round in National Extemporaneous speaking. During the final round, Brandon and Leo had to compete against each other for 1st and 2nd place overall. This was a close competition with Brandon winning 1st place and Leo 2nd. Both boys were awarded an engraved gavel. Starla Nelson won 1st place in all of her first three rounds in Impromptu speaking. Nicole Harr, only a freshman, won 2nd place overall with her Original Oratory speech. Nicole won an engraved gavel as well. On Saturday, November 8, Brandon competed in Lincoln-DouglDebate, winning 3rd place overall for the highest number of speaker points. If the count exceeds 150 vehicles per day over a period, it is the county's obligation to provide dust suppression. This can be a Magnesium Chloride or other spray chemical binder. Failure to do so could result in a citation for violation against the county. She asked if the issue of the rolled curb and gutter was resolved. Councilman Nick Swain stated the rolled curb and gutter had been approved in previous city council meetings. A letter from City Engineer B. J. Moore was presented which gave his recommendation on allowing that type of curb and gutter. Beverly Erickson presented a protest letter from David Erickson and stated he was not against the SID but was concerned about the cost and felt he should not have to pay for installation of a water meter and connection as he already has those services. She stated David Erickson had not received his letter until after the protest date and could not file his protest. Jennifer Cox, Malina Stewart and Sherra Carter presented letters asking for the removal of their protests. Councilman Nick Swain read the state code on improvement districts and stated the protest period had passed therefore the protest and removal of protest could not be allowed. The letters will be included with a note that they arrived late and would not be included as a protest or removal. Attorney Leo Kanell stated unless the public hearing was continued, the council could not accept the removal of the protests. Councilman Nick Swain stated he felt the issues were tabled until some of the questions were answered. Councilman Nick Swain stated the city planning and zoning ordinance states the city council can determine whether the rolled type curb and gutter can be accepted which Harlan Thomas did when he was a member of the council. He stated the City Engineer did not have to approve the difference in types of curb and gutter. City Manager Nedra Kennedy stated copies of the past council meeting were included in the council packets which were reviewed by the Council members. City Manager Nedra Kennedy requested input from Dick Rollins on the agreement between Advanced Development and the city concerning the hook-u- p to a manhole on 600 West. She read minutes of past meetings which an agreement was to be drawn up by Attorney Leo Kanell stating reimbursement in a five year time frame to Advanced Development. The cost of the manhole is approximately $ 1 ,500.00 per Mr. Rollins records. Dick Rollins stated Advanced Development has fulfilled their obligations and completed the work they said they would do. He stated the street had been graded down to allow for sub-graand asphalt to bring the street up to grade. Dick Rollins stated six inches of sub-graand three inches of asphalt should be put on the street. He also presented documentation on Jones and DeMille inspection to answer questions on work on the street. Councilman Mark Dotson made a motion to contact the bond counsel for review of the proceedings and documents and authorize them to draw up a resolution to continue with the SID but adjusting the boundaries of the area to be included. It was determined to leave in Lot 1 1 and 1 1, 1 00 North to 300 North, 550 West and 700 West and eliminate Center to 100 North, Councilman Junior Davis seconded the motion, all were in favor.
