Betty Miller met with the Board to discuss the purchase of 2 ATV's for emergency services. The Travel Council has agreed to purchase the machines for the EMT Organizations in the county. The title to one machine be with the Beaver Fire District and the other machine will be with the Milford Hospital. The purchase of two more machines for the use of Search and Rescue w as discussed. The Travel Council has agreed to pay 50 of the cost. Blind Property Tax Abatements History of Minersville Soil Conservation District Organized October 26, 1937 Year after year Minersville farms were damaged by flood waters. Many attempts were made by the farmers to create a dam to divert and control this water, but with just the horse and frcsno, were unable at that time to build on strong enough to do any good. Then came the big flood of 1937. It destroyed many acres of farm land, damaged homes and property, completely filled the large canal and small ditches with rocks, sand and debris throughout the Minersville area. A group of town men were picked to go to Salt Lake to seek for equipment and aid in finding a solution in keeping the flood waters off their land. Because of the yearly occurrence of the flood, it w as proposed that they join the newly formed Soil Conservation and plan a diversion system for the water. On October 26, 1937 the Minersville Soil Conservation District became the 7th district in the nation and the first to be formed in the state of Utah. The first board of supervisors were: David R. Johnson and approved to sign an their outstanding work. agreement with Tyssen Elevator for maintenance of the courthouse elevator at the rate of S 160.00 per quarter. The agreement will be reviewed in one year. A proposal to repair a drainage problem on the southwest corner of the courthouse parking lot was reviewed. The problem was referred to Mr. Carriger for action. Vera Thompson, Howard and Patricia Nelson met with or Pry the Board to discuss an increase in the Council on Aging budget for 1998. The amount of the increase is $3,906.00. It was moved by Comm. Rollins, seconded by Comm. Johnson and approved to include the request in the 1998 budget. The Board discussed a plan to setup a county administrative office in Milford. A proposed plan was reviewed. The matter will be considered in the 1998 budget It was moved by Comm. Rollins, seconded by Comm. Johnson and passed to return to open session at 11:45 a.m. Staffing in the Assessor's and Sheriffs offices was discussed. It was moved by Comm. Rollins, seconded by Comm Johnson and e approved to transfer funding of a employee from the assessor's budget to the corrections budget for the remainder of the 1997 budget in an amount of $7,750.00. Vickie will transfer to the Yardley Corrections department due to a personnel conflict. It was moved by Comm. Rollins, seconded by Comm. Johnson and approved to sign a letter authorizing Doug Carriger to sign with y permits re: road the Bureau of Land Management. Mr. Carriger discussed the possibility of setting up a computer web ate with the Utah Association of Counties. It was the consensus of the Board to pursue the project Valerie Short and Mark Nelson n with the Board to discuss the 1997 County Fair. Mrs. Short reported that the Fair Board is short approximately $2,500.00. Teen Members of the Council met with the Board to report on activities of their group and to thank the Commissioners for their 4-- H support There being no further business, the meeting was adjourned. Twin MSoil Conservation District Highlights (deceased). Their first project was to divert the Big Wash Flood waters away from the fields. A diversion dam site was survey ed a short distance west from the Shelly Red Hills. Test holes were dug, but due to conflicting interests of the Taylor Grazing Dept. And the Soil Conservation Department the project was stopped. Later Bard Blackham was hired as County U.C. After many years and different board members and more floods, the District put Ralph Pearson in as chairman of water shed; to get a flood control system. In 1957, a new board was organized: Ralph Pearson, Chairman (Minersville) - Darwin Marshall (Minersville) - Ross Marshall (Minersville) - Thurman Eyre (deceased) - Bill Wood (deceased). Now the big push was attempted with Ken Williams as the new U.C. many trips were made to Salt Lake City and with the support of Soil Conservation leaders: John Bradshaw. Lawrence E. Thorderson, Leo P. Harvey and Joe Libby, the 566 funds were acquired and our watershed construction was started. On June 6, 1960 the Milford S.C.D. Organized July 5, 1947 was combined with the Minersville S.C.D. to form the Twin M.S.C.D. w ith: Ralph Pearson, Chairman - Leo Mayer Ted Rimpau - Morgan Griffiths - Vcrn Wood. Through the efforts of the Twin M, the Big Wash flood control system was finished and dedicated by Leo P. Harvey on the main big dam site which was called "Big John Dam" after John Bradshaw. Soon after the dedication, flood water and debris estimated at 1 100 second feet came down the wash and the flood control structures prevented an estimated $20,000 worth of damage. It has since proved its need many time, such as the estimated 5000 second feet of flood waters it diverted into the Minersville River, saving many homes and acres of farm land in the fall of 1971. Minersville also poured one of the first cement canal systems. It was used for nearly twenty years then replaced by the present pipeline system, giving us one of the most modem systems available, using gaited pipe, sprinkling systems and cement ditches. The Twin M has been very active in leveling and reseeding acres of land, leveling with their own equipment was done many Milford Flat and many miles of cement irrigation ditching the throughout has been put in. M If I tmVi V ' i ; f 1 ' pre-scho- f i I The Twin M Soil Conservation district (SCD) has been very active this last year with on the ground conservation and education projects in the Minersville and Milford Valley. This last year the Twin M SCD approved 1 1 projects under the Agriculture Resource Development Loan (APDL) program for planning and funding, resulting in over $680,000 of wise conservation practices on the ground. Not only has the Twin SCD been active with the ARDL program, but have also sponsored several education projects in the district For the last two years, the Twin M SCD has the Beaver County Farm Field Day at the Gillins Dairy in Minersville for and kindergarten to 4th the elementary students from last Over the this field day has educated over 800 two years, graders. children about the importance of agriculture and good conservation This event is also sponsored by the Gillins Dairy, practices. Extension Service, Beaver Soil Conservation District, Farm Services Program, FF A, Natural Resource Conservation Service, Agency, Beaver County Cattlemans Association, Beaver County Dairymens Association, Farm Bureau, and Circle Four Farms. The Twin M SCD is also involved in a district wide tree sales program, and can sell conservation trees to farmers, as well as homeowners. Two years ago, Twin M SCD supplied Circle Four Farms with over 600 trees for a conservation wind break at one of the hog farm sites. The board is encouraging more of these wind break projects on more of the hog sites in the future. Conservation trees make good shelter belts, windbreaks, wildlife buffers and can beautify home and farm steads. Over the last few years, Twin M SCD has recognized a cooperator in the district who has done an "exceptional job in conservation farming or ranching. The district has given the Nominee a nice plaque and recognized then at a special dinner meeting during the fall or winter. The last three recipients who have been honored the past three years have been: 1995 - Lyle Wiseman & Sons, 1996 - Billy Dalton Farms, and 1997 - Haruichi Naruse. Every year the Twin M SCD drafts an annual plan to target projects and issues important to them. The district feels working with the local cooperators and educating the district's youth are both important goals, as well as mforming and working with local governments and agency people. ! 4-- H Gillins Dairy hosted the AG day for the children. The Twin M SCD has given and approved may ARDL Loans during the years, especially to help with flooding from the Minersville River during the summers of 1983 and 1984. The District is involved in many programs including the Summer Cattlemen's Tour yearly. In recent years, due to high water and aging of the trash screen at the head of the irrigation pipeline, a new diversion system was developed and installed in the spring of 1987. This system involved many organizations including Twin M SCD, the SDS and two local irrigation companies. The new system is working well. Space Sponsored by Twin M.
