'Property" or "Parcel" may be used interchangeably but either includes and meens real property or any interest in real property 'Property when referring to an Owner or a Parcel of land means the specific property assessed under one of the Retes es hereinafter defined 'Property Representative means an owner of property and each parcel of Property (as Parcel is defined herein) can, for purposes of any matter affecting the District, have only one Property Representative.
