A formal agreement will be prepared for the October meeting. Billings for 1996 wildland fires were reviewed. The matter was continued until all appropriate parties could be present for the discussion. and Casualty Property Insurance proposals were reviewed. from were received Proposals Olympus Insurance Agency and Utah Association of Counties Insurance Mutual Joe White and Daryl Child Insurance represented Olympus Agency and Brett Rich represented the UACIM. The policies were reviewed. A special meeting will be set later in the month to do a more extensive review. A public hearing for the formation of Elk Meadows Special Improvement District was opened for public comment at 1 :30 p.m. No one appeared to comment. The hearing was closed at 1:45 p.m. It was moved by Comm. Rollins, seconded by Comm. Marshall and unanimously passed to adopt to adopt Resolution - A Resolution 2 No. Elk Meadows the establishing district 1997-- 1, Improvement Special and related improvements as set form in the Notice of Intention to create the District. Marshall and unanimously approved -A to adopt Resolution No. 97-1- 3 Resolution authorizing general UNAPPROVED MINUTES BEAVER COUNTY By Gladys Whittaker There was golfing in Milford in 1933. That we had a music department in the high school: A 65 member chorus of young men and young women, a full orchestra of 30 members and a 40 piece band in 1933. When the CCC Camp was established in Milford and w here it was located. That Milford was once considered for an Army Base. Do you know what a chatauqua was? What movie star was married in Frisco? Where they drilled for oil in our area? What year the old railroad w built? as depot Or when they built the A T & T building? If you don't, you'll be able to find the answers in the history of Milford that is being compiled by Georgia Beth Thompson, a former resident of Milford. Most of the newspapers from 1916 - 1982 have been read and copied for information for the book. We have one problem! We are missing the papers from 1983-8If anyone knows where we could get copies of these papers we would appreciate your help in locating them. if you have Also, information about the town that you feel could be included in this history, please tell us. We are especially interested in collecting a few historical pictures relating to the town. We can't use newspaper pictures, only photos. We would appreciate any help you could give us. " by: Tom Lee, Utah Stale University Extension Family Life Specialist Clothing items with certain brands or labels seem to promise to make life more exciting and fun. Children can easily feet deprived if they don't have things they see in the media or things they think their friends will have. Consider ol these tips when shopping. Approach children in ways appropriate to their age and understanding. For brand name awareness is example, especially prevalent when buying shoes. With preschool age children you can say, "Here are two pairs of nice shoes. Which pair do you want?" With elementary school children you can tell them an amount of money and say "Let's go to the store and choose a pair in this range." For teens you might say Tm willing to spend V amount for shoes. If you want something more than that, you will need to pay the difference." Help children distinguish between wants and needs. If there is something they want that you don't approve of, be truthful. Instead of saying "I can't afford that." say "I'm not willing to spend my money that way." Talk about quality versus price. Have children do comparison shopping for something they dont care about, such as canned vegetables. Show them that a store brand, with equal nutrition and value, costs less than a name brand. Compare this to other things they do care about where the name brand increases the price without necessarily increasing the quality. Give older children a clothing allowance Talk with them about planning and projecting their needs and then let them make their choices. Resist your urge to rescue them from poor choices Talk about what happened and what might work better next tune. Require them to have the money saved or to have done the required work before getting the desired item. Help children learn patience in working for w hat they want. Avoid teaching that they can get what they want if they hassle you long Answer enough. As parents, be aware of the messages you may be sending about materialism through your own behavior. Children learn their values by watching what we do more than by what we say. Watch for examples of people in the news who exemplify service over materialism. Peafcer Count? Monitor Publisher Kent Smith Editor Alice Smith COMMISSION September H, 1997 The Board of County Commissioners met on September 8, 1997 at 10:00 a.m. for its regularly scheduled meeting. Those present were Chad W. Johnson. Chairman; Ross Marshall. Member, Richard W. Rollins. Member. Doug Caniger. Administrative Assistant; and Paul B. Barton. Clerk. Minutes of the August 4, 1997 meeting were read. It was moved by Comm. Rollins, seconded by Comm. Marshall and unanimously passed to approve the minutes. BUDGET HEARING - 10:15 a.m. A public hearing was opened at 10:15 a.m. to accept public comment on opening the operation budget of the County for 1997. No one appeared to comment. The hearing was closed at 10:25 a.m. It w as moved Comm. Rollins, seconded by Comm. Marshall and unanimously approved to make the attached budget adjustments. Marsha Pippin met with the Board to discuss a subdivision proposal. Craig Davis, Zoning Administrator. the explained subdivision proposal. The Planning Commission had recommended approval of the subdivision with the follow ing conditions: 1. Water and fire protection be installed before approval is granted; 2. A letter of approval be received from the current land owner. It was moved by Comm. seconded Rollins, by Comm. Marshall and unanimously approved to grant the subdivision with the above listed conditions. Phil Edholm, from Elk Meadow s Resort, met with the Board to discuss a subdivision at the resort. Mr. Davis reviewed the status of the project. The came of the subdivision is Fur Haven 1. It was moved by Comm. Rollins, seconded by Comm. Marshall and unanimously passed to approve the subdivision on condition of receiving approval from the Department of Health. Robert Christiansen and David Christiansen met with the Board to discuss a problem they are experiencing with access to their farming property. Mr. Christiansen stated that the bar ditches that the Road Department cut along the road to limit access to their property. Mr. Carriger will have the road department take care of the problem. Alkie Smith met tift the Board to request information about the new jail. A list of question was submitted and will be answered within five days. The State Court Administrator's Office has requested that Beaver County be made a primary site for the State District Court and are requesting the Board send a letter requesting this action. It was moved by Comm. Rollins, seconded by Comm. Marshall and unanimously passed to send the requested letter to the State of Utah and requesting the action be effective Jury 1, 1998. , 97-1- of interim warrants for financing the construction of the Issuance improvements in the Elk Meadows Special Improvement District 1997-- . 1. It was moved by Comm. seconded Rollins, by Comm. Marshall and unanimously approved to appoint Scott Wiseman to the 5 Board. If Mr. Service District Wiseman will not serve, then Norm Thompson will be appointed. from Edwards, Gary Southwest District Health, met with the Board to discuss the 1 998 budget request. The requested amount was $23,844.00 an increase of $3,514.00. It was moved by Comm. Rollins, seconded by Comm. Marshall and unanimously approved to consider the request. Kerry Monroe, from Jones & DeMille Engineering, met with the Board to discuss a partial payment request on the Thermo Road Project. The request was approved. Mr. Monroe presented information of realigning a section on the Geo Thermal Road. No action was taken. Bills on file were approved School Board Meeting Minutes September 2, 1997 - Milford High School Truth in Taxation Hearing 2:00p.m. Present Norman L. Lamb Vice --President, and Board Members Pat Rimpau, Richard L. De Armitt, and Gary T. Brown. Also Present were superintendent Henry E Jolley, Assistant Superintendent Donald J. Willden, and Business Manager Nicholas R. Dotson. 1. The hearing was opened at 2:00 p.m. by Norman L. Lamb. Approximately 25 patrons appeared. Superintendent Jolley and Business Administrator Nicholas R. Dotson addressed the group and presented material outlining the boards position and program that would be put in place with the increase in revenue. Many of those present asked questions concerning the increase and nt programs. The proposed tax rate would provide $146,336.00 over last years collections and will be used in the following program development areas. Budget Hearing - This being the time set for public budget and hearing to consider the proposed 1997-9- 8 adjusting the 1996-9- 7 budget and the district enrollment figures having been reviewed and the patrons appearing to express their concerns at this hearing and the proposed and prior budgets having been examined by the board and comments made by patrons of the truth in taxation having been reviewed, it was moved by Norman L. Lamb, seconded by Richard L De Armitt that the 1996-9- 7 budget and that be adjusted to those figures shown on Form the 1997-9- 8 budget as shown on the same form and resolution of tax increase for the tax year 1 997 be approved and adopted and placed on file. Voting for the motion -Robert L. Strong, Norman L. Lamb, Pat Rimpau, Richard L. De Armitt. Voting against - Gary T. Brown. Motions carried. 7. Superintendent Jolley and Assistant superintendent Willden reported that they had visited the schools on opening day and everything looked very good. 8. Track Reports - Beaver Track should have the rubber installed this week (weather permitting). Milford High Track will have a small area repaired. New sod at B.H.S. looks very good and should be ready to play on by the first home game. A concern over lighting, bleachers, and landscaping was expressed. The project appears to be ahead g of schedule with the sod being in place, instead of this year, allowing afternoon games to be played on the new field, instead of the golf course race track area as originally planned. The bleachers should be in place, but the new lighting project will not take place until next year. Landscaping will proceed as soon as possible. 9. Superintendent Jolley reviewed the summer and fall maintenance projects. 10. It was moved by Richard L. De Armitt, seconded by Norman L. It was moved by Pat Rimpau, seconded by Norman L Lamb and unanimously passed that the spring vacation dates on the school calendar be changed from April 1997 to April 1997. 12. Mr Willden reported that $250,000.00 in state money would be available in the southwest District this year and would like to apply for some of the funding, but would need matching money for any funding approved. Gary T. Brown moved that the hours remain the same for this year and that they plan on changing next year. The motion was seconded by Richard L De Armitt. Voting for the motion - Robert L Strong, Gary T. Brown, and Richard L De Armitt Voting against Norman L. Lamb, Pat Rimpau. Motions carried. 1 5. Request of Principal Albrecht to allow a teacher to teach during a prep period, thereby reducing the class size of another period and be paid for teacing the extra period was discussed. Robert L. Strong moved that the request be tabled until more information is received, and be brought up again at the next board meeting. The motion was seconded by Richard L. De Armitt and unanimously passed. 16.
