Such data indicates that, while boundary where said boundary intersects there is steady decline in table and quality south of the boundary, the the township line between T27S and T2HS; area to the north shows no decline. The basin. allocation is for 10 years only, but can be renewed if the company can show need. Farmers in the Milford district say thev have paid a premium price for water shares, and the)7 don't like new rights opened up for allocation at the mere cost of a filing fee. Farmers also expressed concern about 6X) acre feel of w ater right north of the proposed boundary w hich, according to Warren Peterson, attorney for Circle Four Farms, that company owns. Circle Four has indicated that their long range plans include a 40.000 sow complex north of the boundary. "You don't know that the water north of the boundary is unappropriated until they start pumping their 600 AF." I eko said. This led to discussion of gradient declines, quality declines and danger of reverse gradient. Jerry Mayer suggested that sea level should be used as a common denominator for measuring water elevation. Is Circle Four agriculture or industry? Both Carpenter and Morgan referred to the hog barns as industry use during the meeting. By accepting that designation, the company could file for additional temporary water right north of the boundary. Logically, as industry, the company could not file for agriculture protection status to exempt them from nuisance complaints. If the hog barns are "industry" north of the boundary, w ould they be "agriculture" south of the boundary? Additionally, farmers arc concerned about forfeiture. "There has to be a process w here a person does not need four years of college to know when they have to file," Mayer said w ith regard to the possibility of court adjudicated forfeiture of water right associated with corners not sprinkled by pivots. Carpenter agreed, "We've got runaway problems down here. We are not going to resolve them tonight." right-of-w- ay right-of-w- Gocys Whittaker and Sheldon Albrecht led the Pioneer Day Parade. In times of uncertainty rumors do get started, by who I do not know. On several occasions this past week I have personally been asked these questions. Milford Valley Memorial Hospital is a community owned health facility. Beaver County Special Hospital Services District 3 was formed many years ago to be able to tax the communities in the service district to ensure that the hospital would be able to operate. Therefore the hospital is not closing and there is no way the hospital could be sold without the consent of the members of the communities in which it serves, and I know that has not happened. Let me share something with you that is true. "Yes" there are two doctors who have signed contracts to move to Milford to practice medicine. Dr. Hutchinson who does family practice, OBGYN and surgery, has his bags packed and is just waiting for the State of Utah to issue him his license. Dr. Farzana, a board certified pediatrician who does OBGYN and family practice will be here just as soon as her paperwork is complete. We currently have Dr.Alam and Mary seeing patients in Milford and in Minersville. Although we have lost Dr. Spaulding as a physician, we are very pleased that our community members continue to support our healthcare services and that his patients are seeing either Dr. Alam or Mary. Because of your continued support of your community hospital when medical care is needed and with your patience waiting for OB services to again be offered, our community hospital will continue to be successful. |
