Young athletes from throughout the countv participated. According to terms 1995 Option Agreement by which Circle Four acquired the property from Milford City, the company agreed to expend at least $5 million to construct the feed rnanufacturing facility and related railroad service. Circle Four has topped that figure, and declares spending to date is in excess of $11 million. Consequently, the company requested the resolution in the form of a document that can be recorded to establish clear title to the feed mill property. Peterson's request stipulated that Circle Four's interest in "the Industrial Park properly has been pledged as collateral, along with other Circle Four properties, for construction of the feed mill and farm facilities." Circle Four will need to obtain approval from its owners and lenders before they can make vacant property available for compatible businesses to further expand the city's tax base.
