The need for reintroduction of fire into our neighboring ecosystems is critical and highlighted nationally in discussions in Congress that focus on what can be done to improve declining forest and rangeland health situations across the West. The magnitude of wildfires that affected central Utah last summer are only indicative of the problem. The Public Land Management Agencies (Fishlake National Forest; Sanpete Ranger District, Manti- - LaSal National Forest; Richfield District, Bureau of Land Management; Capitol Reef National Park; and Utah State Lands) in the Richfield Fire Protection Area comprise approximately 12 million acres within Central Utah. The responsible agencies are working together to develop integrated plans that will allow and encourage a monumental increase in the number of acres intentionally burned each year. This increase will occur in stages with the initial fire management change specific to National Forest System lands within the Richfield Fire Protection Area. Plans are to implement this first stage in 1997. Implementation of this management change on the remaining public lands will occur in a second stage which is planned for 1 998. The increase in fire on the landscape will require a significant shift in the way people view the role of fin; in our ecosystems. There will be more fire and smoke in the area each year. But failure to do something of mis scale soon will only contribute to the magnitude and risk from wildfires in the future. Last year, wildfire activity in the Richfield Fire Protection Area was 21 times the 10 year average. This figure is consistent with the trend across the West. The purpose of the public meetings is to give anyone interested in this future an opportunity to participate in identifying areas on National Forest System Lands that they do not want to see burned. Of particular interest would be summer homes and land developments near or on public lands that could be damaged by fire. This information will be used to develop protection maps for the area. Minutes from the council meeting held on Tuesday, Jan. 2 1 , 1997, were approved without correction. Doug Carriger, Ross Marshall, Kary Monroe and Wayne Gillins met with the council to discuss the proposed road off Hwy 2 1 that will join the Thermo Road west of the old diary bam. The road passes through property owned by Ross Marshall and Wayne Gillins. Wayne and Rose were interested to know if the Town would consider annexing the property between the now road and the Town boundaries. Ross and were advised to contact Wayne the and Planning Zoning Committee the concerning possibility of annexation. The Council would accept the " recommendation of the planning ' and Zoning Committee. Doug Carriger also invited the council to study a map of BLM and School Trust Lands. The council marked properties that could be beneficial to the Town's future development. The federal government is negotiating trades of School trust lands and B.M. lands. Robert Craw made a motion to have the clerk send a letter to the Division of Water Quality requesting a full report of the contamination which occurred an Aug. 2, 1996, at a Circle 4 Farms sewer lagoon site. The reason for the request Is the concern of possible pollution to the Town's water supply. Rodney Carter seconded the motion, the motion passed. Mayor Pryor read a letter from Normand Thompson concerning the water meter at his mother's residence. The council discussed the contents of the letter and determined the matter has been resolved. The council discussed the need for curb and gutter installation along the State Road. The council was satisfied with the operations at the swimming pool. A rabies vaccination clinic will be held on Saturday, Feb. 8, 1997, from 10:00 A.M. to 12: noon. Minutes of the February 3 and 18 mectiag minutes w ere read. It was moved by Comm. Johnson, seconded by Comm. Marshall and unanimously passed to approve the minutes. Mark Nelson and Sharohn Hanky met with the Board to discuss the use of die fairgrounds by private aodcornraercial groups. Some of the concerns raised were charging rent, and deposit, security liability insurance. The packet had a copy of federal re: legislation being proposed from the regulations missing and promised proclamation by President Bill Clinton in his speech forming die monument. It was tbe consensus of the Board to send a letter supporting the legislation. Charles Ross, from Centurion Mines, met with the Board to request permission to explore for minerals on county owned property in T27S RI I W. A formal agreement will be prepared by Centurion for the Board's review. Karl Truman. Todd McMullin. Jack McMullin, Mike White and Bill Fails met with the Board to oppose the proposed road bypass north of Mincrsville. No action was taken at this time. Teresa Gray met with tbe Board to discuss a fire inspection of die courthouse. The report recommended that the County install a fire extinguisher in the Commission Chambers. The Clerk will have the extinguisher installed. A letter from Beaver Emergency Services requesting funding for an EMT School was reviewed. The Morgan Co. will treat the Old Courthouse and New Courthouse with a repellent or an exterminent. The bill will be $60 per treatment for repellent and $90 per treatment on exterminent. Carlan Carriedo, Yolanda Carriedo, Donald P. Moore, Julia M. Moore, Gena A. Martin, Marilyn Kelky. Ghn Kelley, Beverly Catino, Vince Catino, Mike Tobcy, Bryan Graham and Sherry Graham met with the Board to discuss a piglet nursery in Manderfield. The matter was referred to the Planning Commission. Bills on file were approved for payment. The Planning Commission met with die Board to discuss the conditional use permitting process.
