This amount of land gives every Indian more than a square mile and distributes Indian occupancy of hnd over terrritory that, in the aggrigate, is more than three times as large as the State of New York. Any candid man knows that the Indians cannot make use of this vast amount of land except as mere hunters; and plainly it should not be the policy of the Government to encourage and perpetuate among them the habit of the hunter. By furnishing them with hunting material and provisions they encourage rather than discourage their wild and uncivilized habits. The amount of money donated for educational purposes during the year 1879, by the Government and other sources, was $218,998. This sum was given to the Indians outside of the 1 Indian Territory, but its effects does not seem very productive. Depredations continue just the same. In Oregon, Dakota, Arizona and other places the Indians harass the white settlers and prevent the successful settlement of some of our richest lands. But the rapid increase of our population will demand a reduction of the surplus lands given the Indians, and will demand also to have them gathered together somewhere, or they must, wher they are, be merged into and become a part of the common population of the country. But the question is, who uses it? Parties have come to us in a confidential manner and said that they knew giant powder had been used in Provo river below the bridge, and when asked for the names of the individuals they refused to enlighten us farther on the subject. Every citizen of Utah ought to know that a law exists prohibiting the use of this destructive agent for fishing purposes, and it is the duty of everyone that knows the law in this particular is violated, to make complaint and have the parties prosecuted. A few years of this kind of proceedings, and the lover of the sport will be compelled to go into un inhabited localities many miles away, if he wishes to be rewarded for his ef forts. The practice is not only unlaw ful but it is brutal and unmanly, and everybody that engages in it should be prosecuted to the full limit of the law. The Pish and Game Protective Society of Salt Lake offer a reward, of $25 for evidence that will convict any person of the crime of using giant powder to kill fish during the year 1880. If the people of Summit and Wasatch coun ties know of people using the aforesaid powder tjr the purpose of procuring fish, it is their duty to make their names known to the proper authorities, so that they may be made to suffer for thei ruthless conduct.
