Sparks and and Mrs. Dan Miller, all of this citly motored to Southern California on November 4. Mr. and Mrs. Sparks have reported that their vis-I- t. which was a complete surprise to all their friends and relatives there, was unusually pleasant and eventful. Their first stop was with Mr. Sparks' sister, Mrs. Clara W. Valentine, of Ontario, when they remained until Nov. 9th, when their Mr. and daughter and Mrs. Carly Riley, motored to Ontario and took them to their home in Huntington Park. Mrs Riley had lost no time in arranging a surprise party, and several trips of great interest for them. On the evening of their arrival In Huntington Park, a double surprise had been planned fer both the travelers and guests. Those present were: Mr. and Mrs. D. C. Sparks, Mr. and Mrs. Wm. Shepard and daughter Melba and husband; Mr. and Mrs. Chas. Burgess and son James; Mr. and Mrs. Welre; Mr. and Mrs. Robt. Edwards and daughter Shirley Jean; Mr. and Mrs. Glen Harmon; Leland Sparks and Mr. and Mrs. Carl Riley host and hostess. Mr. and Mrs. Bart Anderson of Hollywood, entertained them with a dinner party at their home. Guests of Mr. and Mrs. Anderson were: Mr. and Mrs. D. C. Sparks, honor-ee- s; Mr. and Mrs. Harry Fetsch and daughter Edna; Maxene Barra-cloMr. and' Mrs. Carl Diley, Wanda and Donald Riley; Mr. and Mrs. Bart Anderson, and daughter Clara, host and hostess. (Mrs. Anderson is Mr. Sparks' niece.) They returned to Ontario on Mr. son-in-la- w, Thanksgiving Day where a banquet was relished by many close relatives as follows: Mr. and Mrs. D. C. Sparks; Mr. and Mrs. Carl Riley and children; Wesley Valentine and son Wesley Jr.; Mr. and Mrs. E. P. Valentine and family; Mr. and Mrs. Fred Hayden and family; Mr. and Mrs. A. P. Kustel and family; Mr. end Mrs. Paul A. Valentine; Mr. and Mrs. A. W. Thornton; Mr. and Mrs. Arch Hayden and son; and Mrs. Clara W. Valentine, host ess. After dinner the guests were entertained by talented members of the family. On November 28 they were motor guests of their sister, Mrs. Valentine to Norconian Country Club, Norco, and to the Mission Inn, Riverside, Calif. They left for home Nov. 30, arriving after a very pleasant trip on December 2nd. Colin Mayers Entertains At A "Stag" Party Colin Mayers gave a "Stag" Tur key dinner on December "4 for all those who assisted in the constru ction of the new home of Mr. and Mrs. Mayers. The amount of taxes which will be raised in your county next year for county end for city and for town purposes will be determined during the month of December of this year. The school budget will be fixed next June. The following brief statement describe the pro-ceof budget making, so that the taxpayer will uiulertsand his In the problem. The State budget is iormuiatea ence in two years. In this respect, It is less flexible than the other budgets which are prepared each year. The state budget Is presented o the legslature by tne governor, and Is amended or changed in any way in which the the legis lature may decide berore neing finally passed. This is the one bud get which probably is subject to the least influence on the part oi the individual taxpayer, because the state government Is somewhat re motely removed from the individual, and yet the individual has an op- Dortunttv to be. heard before the upuroprlations committee before this budget Is passed uxn. But tne fact that the legislature Is held in Salt Lake City and that in a prac tical way, it would be impossible for every taxpayer to bo heard, makes this feature of the tax bill more difficult to control than any other one. But the taxpayer has this consolidationd. veathlsewo et et ao consolation, the property tax for the state general fund is generally the lowest Item in the taxpayers bill. In Beaver City for Instance, only five cents out of every dollar is used for state purposes. On or before November 1st of each year, the county auditor pre pares and files with the board of county comissioners a tentative budget which sets fourth in detail the revenues and expenditures for the current calander year, together with other Important Information. This budget is placed on file in the office of the county auditor for public inspection for at least fifteen days prior to its flna adoption. On or before December 31st, the board of county comissioners must adopt a final budget which contains the proposed expenditures for the next But before this calander year. budget can be adopted, notice must be published in the newspapers of general circulation within the county, advising the taxpayers that it is proposed to adopt a budget, and a public hearing must be allowed before the budget is adopted. When this public hearing is held, every tax payer in the county who is inter to be ested has an opportunity heard. Of course, as a practical matter it is difficult if not out ol the question for every taxpayer in the county to be present at the office of the board of county com missioners to discuss the proposed budget, but it is not out of the question or impractical for taxpay ers in the various communities of the county to send representatives to meet with, the commissioners to assist in the formulation of the budget. It is important to note that the time for the control of the levy for county purposes is before the budget is adopted in December. After once this budget is adopted It is useless to try to reduce the amount to be expended. It is highly important, therefore, that the taxpayer, who is interested in his taxes for the year 1932 should become active in studying the proposed budget and preparing reccommedations to the board of county comissioners. The budget for city purposes is jrepared at the same time and in the same manner as the county budget, and the same portunitles are given the taxpayers to meet with the city officials to assist in the formulation of this budget as in the case of the county budget. In this case it is also important to observe that the budget for city purposes will be approved on or before December 31, of this year and that no change can be made after that date. Any taxpayer who is concerned with the taxes for city purposes for year 1932 should avail himself of the opportunity to assist in determining the amount of such taxes. The budget for school purposes is prepared during the month of June of each year. In this respect it is different, therefore, from the county and city budget, but the same principles are envolved In all three budgets. The taxpayers who are concerned with the public expenditures may coucentrate their efforts on the taxes for the city and county during the month of December of tHis year, and then during the month of June of next year they will have the same opportunity itles to control the school budget as they have now to control the city and county budgets.
