Ohio Representative Amendments Proposed Will be Bitter ly Fought by the Advocates of Original Measure, Passed by the Senate. Not only Is it untrue at the Paris peace conference promised the representatives of the allied powers that when the senate had ratified the peace treaty he would make every effort to luive the United States government cancel the debts owed to It by the allies, but written proof exists that the president's position was quite to the contrary. In a responsible and thoroughly informal official quarter this positive assertion was made Sunday night in answer to published statements that the senate committee on foreign relations knew that the president had given such assurances at Paris. The information that the senate committee' had knowledge of a promise of that character by President Wilson became a matter of report in the capi-fuSaturday after Davis F. Houston, the secretary of the treasury, had appeared before the committee on foreign relations at his own request and informed it in confidence that J. Austen Chamberlain, the British chancellor of the exchequer, had made a correct statement in his speech at Birmingham, England, to the effect that Great Britain had made overtures to the United States for the cancellation of the allied war debt to this government. Little of the details of Mr. Houston's disclosures to the committee have become known," but It was confirmed that he told the committee that the proposal mentioned by Mr. Chamberlain and concerning which there has been so much official mystery in Washington, had actually been submitted by Great Britain. Additional details obtained concerning the British odvances along this line brought to light that the proposal had come directly to the treasury department from Mr. Chamberlain as head of the British financial ministry and not through the medium of the state department or any diplomatic source. The suggestion was advanced about ten months ago, but not in the bald form in which It has been under stood to have been made. Great Britain, it was learned, had not asked that the United States cancel the British wir indebtedness to this gov ernment, but had explained to the treasury department Unit, in the opinion of the British government, it would be a wise procedure for all allied governments to cancel their foreign war debts. The proposal or suggestion of Mr. Chamberlain was That all "intergovernmental" debts be cancelled. Assurances were given that if this met with the approval of the United States the British government would cancel all the debts owed to it by its allies. Washington. On charges of hwh crimes and misdemeanors. Federal Judge K. M. Landls of Chicago was impeached in the house on February 14 by Representative Welty, Democrat, Ohio, because of his acceptance of the office of supreme arbitrator of baseball while still a judge. The Ohio member swept aside an opinion of Attorney General Palmer that Judge Landis was within the law and tihat there was no law making such acceptance a crime. He characterized that the Judge Landis' statement bank clerk's employers were, In a measure, responsible for the youth's theft of $96,000, as "the most bolshevik! doctrine I ever htird," and added that if the action taken in pa rolling the clerk amounted to encouragement of such acts as those of the clerk, "it Is striking at the foundations of our government." There was no comment when Mr, Welty concluded the reading of his indictments. On his own motion, as-i- s customary, the indictment was referred to the judiciary committee. Less than a third of the members present voted, and scattering "noes" were heard. Sherwood, Representative Democrat, Ohio, clapped his hands, but otherwise there was no indiction as to how the house felt. The bill, sponsored by Senator Southwick, which has been approved by the senate, and which had been in the bunds of a committee in the house for ten days, was again In the limelight on February 14, when It was rejiorted out of committee, with amendments which will be bitterly fought by the advocates of the original measure.
