Little Norma Lynn Ashton, daughter of Mr. and Mrs. Douglas Ashton, celebrated her fourth birth day by entertaining fourteen little friends at a gay birthday party Monday afternoon. Lively - games were played and dainty refresh ments were served. Mrs. Doris Rick entertained the members of the Bridgedere club at her home last Thursday evening. Bridge was played at small tables, Mrs- Blanche Roberts" winning both the high score and the traveling prizes. Later the hostess served a delicious luncheon. Mrs. Roberts was a special guest. Mrs. Homer Royle, who is receiving re-ceiving treatment at the L- D. S. hospital In Salt Lake City, spent Saturday evening here with Mr. and llrs. J. F. Royle and Sunday she visited in Pleasant Grove with her parents, Mr. and Mrs. George Peay. She returned to the hospital Sunday Sun-day evening. "AN ORDINANCE CREATING AN ELECTRIC AND WATER UTILITY BOARD FOR LEHI CITY, UTAH, AND PROVIDING FOR THE NAME THEREOF, THE NUMBER OF MEMBERS THEREOF, THERE-OF, THE TERM OF EACH MEM- I BER THEREOF, THE SALARY OF EACH MEMBER, THE REMOVAL OF MEMBERS THEREOF FOR FAILURE TO ACT. THE TIME AND PLACE OF MEETING THEREOF, THE ORGANIZATION, DUTIES AND POWERS OF SUCH BOARD, THE DUTIES AND POWERS POW-ERS OF THE UTILITY SUPERINTENDENT SUPER-INTENDENT APPOINTED BY SAID BOARD, PENALTY, SAVING AND REPEALING CLAUSE." Whereas, Lehi City has by ordinance ordi-nance and pursuant to the laws of the State of Utah, established and now owns a municipal electric power plant and distributing system for the purpose of furnishing electric light and power to said city and the inhabitants thereof, and to all extensions ex-tensions now or to be serviced by said system, and said city now owns a municipal water culinary system for the purpose of furnishing water to said city and the inhabitants thereof, and to all extensions now or to toe serviced by said system, and Whereas, it is deemed necessary, convenient and desirable by the Lehi City Council to create and establish an electric and Water utility util-ity board and to clothe it with all necessary power and authority to manage, govern and administer the aforesaid system and all matters pertaining thereto in a non partisan Way on the basis of highest business busi-ness efficiency and in accordance with the highest attainable public good. NOW THEREFORE, Be It and. It Is Hereby Ordained by the City Council of the City of Lehi, Utah County, State of Utah, as follows: SECTION I: UTILITY BOARD-That BOARD-That there is hereby created and established a 'board to be known as The Electric and Water Utility Board of Lehi City, Utah, consisting of three members to be appointed by the Mayor with the approval of the City Council of Lehi City, Utah, for the terms, at the salaries, with the organization, and the powers a3 hereinafter provided. SECTION II: APPOINTMENT-COMPENSATION. APPOINTMENT-COMPENSATION. That the three members of said Board shall be appointed ap-pointed on or before the first Monday Mon-day in March for the following terms: One for a term of six years; one for a term of four years; one1 for a term of two years; and there after biennially at the expiration of said terms and thenceforth, all appointments shall be for a term of six years. Each member of said board shall be compensated for the performance of the duties herein provided and shall receive $2.50 for each official meeting of said board attended by the member, provided, however, that said salaries shall not exceed the sum of $40.00 per year for each member. SECTION HI: ELIGIBILITY ORGANIZATION. That to be elie ible for appointment to said Elec trie and Water Utility Board, the candidate shall be a citizen of the United States, the State of Utah Lehi City, and a resident tax payer of said City. Such candidate must be of good character and possess qualifications necessary for the ad ministration of affairs connected with the efficient management of the utilities of said Lehi City. The said Board shall select its own chairman and secretary subject to the approval of the Mayor and City council. SECTION TV: MEETINGS QUARTERS - REPORTS - REMOV AL. The said Board shall hold regular reg-ular meetings at least once each month at a time and place to be designated by it, and all members shall attend such meetings. The City Council shall establish busi ness quarters suitable for the meet mgs ana other business of said Board- The said Board shall make a monthly written report of its ac tions to the Mayor and City Coun cil. Any member of said Board who fails to discharge the duties of the office hereby created, by failing to attend meetings or otherwise, or for other cause, may be removed from office by the Mayor and City Council of Lehi City, and a new member be appointed forthwith for the unexpired term. SECTION V: BOARD POWERS and DUTIES- UTILITIES SUPERINTENDENT- EMPLOYEES. That the Electric and Water Utility Board of Lehi City is hereby given ine general direction, general super vision, general control and general management of the electric power plant and lighting system and water system now owned and operated by said Lehi City, and of the erection. construction, repair, . additions, en largement, extensions and replace ment of the same. That said Board shall appoint a Utility Superintendent and such other clerks, employees and labor' ers, under the recommendation of hereby authorized to fix salaries and wages of the Utility Superintendent, Superin-tendent, necessary employees and laborers. The said Board is further hereby authorized and empowered to supervise and direct the collection collec-tion of rates to be paid by the inhabitants in-habitants of said city and all extensions ex-tensions now or to be serviced by said utility and said city for the use of electric power and lighting service ser-vice and water service, within such limits as may be prescribed by ordinance ordi-nance or resolution of the City Council of said Lehi City. Provided, Pro-vided, however, that said Board on all legislative matters shall first obtain ob-tain the approval of the Mayor and City Council of Lehi City. SECTION VI: UTILITY SUPERINTENDENT-POWERS - DUTIES. The offices and duties of Superintendent Superin-tendent of Water Works and Electrician Elec-trician of Lehi City are hereby consolidated con-solidated into the office and duties of Utility Superintendent of Lehi City, in so far as said offices and duties thereof as heretofore prescribed pre-scribed by ordinance do not in any manner conflict with the office and duties of said Utility Superintendent Superintend-ent of Lehi City as herein set forth. It shall be the duty of said Utility Superintendent on being deputized by the Clerk of- said city to collect money receivable by said city for the use of electric power and light and water supplied by said utility, and to faithfully account for and promptly pay same over to the Clerk of said City, taking his receipts therefor in triplicate and to file one such receipt with the Secretary of said Board and one with the City Treasurer; to purchase such things as he may from time to time find reaasonably necessary for the ade quate operation of said utility, and to prepare and sign vouchers against the funds In the hands of the said City Treasurer to the credit of the said Electric and Water. Utility for the payment of salaries, wages, supplies sup-plies and materials purchased - by him for the account of the said utility.' Said vouchers shall be signed by the Secretary of said Board and be submitted to the Mayor" and City Council and when approved by said Mayor and City Council be paid by the City Treas urer out of the money in his hands to the credit of the said Electric and Water Utility funds respectively. respective-ly. ; Such orders against either of said funds shall not exceed In any one year the amount provided for such funds in the annual budget of the said City. It shall further be the duties and powers of the Utility Superintend ent to have the active management of the said electric and water utility util-ity and the right to hire and dis charge any necessary employees sub ject to the supervision, orders, In structions, rules and regulations of the said Utility Board. SECTION VH: DEPUTY CITY CLERK-BOND. The Utility Super intendent of Lehi City shall act as deputy to the City Clerk of Lehi City for purposes of assessing and collecting rates and claims for ser vice rendered by said' Utility, and shall be under bond to Lehi City in the sum of $1000.00. SECTION VIII: PENALTY;. Any person violating any of the provi sions of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine of not more than $299.00 or by imprisonment in the city jail not more than 180 days, or by both such fine and imprison ment. r SECTION IX: SAVING CLAUSE, That if any section, paragraph clause or provision of this ordinance shall be held to be invalid or un enforceable for any reason, the in validity or unenforceability of such section, paragraph, clause or pro vision shall not effect any of the remaining provisions of this ordl nance. SECTION X: REPEALING CLAUSE. That all ordinances, res olutlons and orders, or parts there of in conflict with the provisions of this ordinance are, to the extent of such conflict, hereby repealed- Passed by the City Council of Lehi City, Utah, this 13th day of January, A.. Mrs- Smith has been active in the organization for some time, having acted as staff correspondent for the lntermountaln district, which position she still .holds.. She also conducted a series of broadcasts over K U T A f or several wetks. Mrs. Smith was formerly Miss Verland ' Evans, daughter of Mr. and Mrs. Sylvester Evans of this city.
