Show From The GfyHi page2 Times Newspaper Wednesday, November 18, 1998 U City elects to participate in retirement system In its meeting November 10, the Orem City Council approved a resolution authorizing the city to be a participant in the Utah State Public Safety Non-Contributory Retirement System. The system was established by the state in 1989. A second window win-dow was offered in 1994. The Utah Legislature recently opened another window so governmental gov-ernmental entities could again decide whether or not to participate. partici-pate. Twice before, Orem City stayed with the contributory system in which the contribution is shared by the employee and the city. However, since 1979, the city has paid both amounts. Under the non-contributory system, the city is responsible for the full contri bution. Information meetings were held with members of the Department De-partment of Public Safety to inform in-form them of their options. A majority of the employees wanted to have the city transfer to the non-contributory system. With the city's decision to , transfer, each employee has six months to make a personal decision deci-sion on whether to move to the new system or stay in the existing exist-ing contributory system. All new employees will be enrolled in the non-contributory system. There is no difference in benefits ben-efits currently, but in the future, enhancements to the Public Safety retirement will be available avail-able only in the non-contributory system. After months of construction, the rebuilt 800 South in Orem officially opened for traffic recently, providing a straight shot over the hill to Provo. Rezone at 800 North okayed after continued hearing After a continued public hearing hear-ing from October 27 to November Novem-ber 10, applicant Far West Bank received unanimous approval from the Orem City Council for a rezone of property at 1000 East and 800 North from low density residential to professional office. The proposal involved four parcels par-cels of land, two on the west owned by Far West and two on the east owned by Panda Homes. The continued public hearing allowed al-lowed Far West time to resolve traffic circulation issues, to show access plans, to provide the city with a cross-easement agreement agree-ment between property owners, and to finalize a development agreement ensuring that the Far West and Panda properties would each be at least one acre, the size required for development in the professional office zone. Far West's concept plan shows that traffic circulation on the site would be a two-way flow along the south portion. Far West is requesting two accesses on 800 North and one on 1000 East. . , Councilwoman Judy Bell questioned ques-tioned the necessity of the development devel-opment having two accesses onto 800 North. She said she was hoping hop-ing the property owners could work together and limit themselves them-selves to one access because of the heavy traffic on 800 North. Public Works Director Richard Manning confirmed that one access ac-cess would work just fine" for the development. Mayor Joe Nelson and councilmembers David Palfreyman and Mike Thompson all stated that they were not op-. op-. posed to the site having the two 800 North accesses. Councilman Bill Peperone said he was happy to leave the access issue to the Orem Planning Commission and staff. Curt Jolley, who identified himself as the former owner of the property, said it was "non-marketable" "non-marketable" as residential land, and noted he was glad about the professional office zoning. He said he liked the bank idea, with its lighting and security, and said no objections had been made to the proposal at a neighborhood meeting. After a 6-0 council vote on separate motions by Palfreyman to amend the land use map of the Orem General Plan and to change the zoning designation . for the property, Bell thanked the applicants for taking the time to put the, proposal together more completely. Proposed intes'sceifion improvements and road will affect golf course Orem City's plans to signalize the 800 North and Palisades Drive intersection and to provide a road to service a new elementary elemen-tary school to be built to the west of Cascade Fairways will have a major-impact on the nine-hole Orem golf course. Designs show the course property will have to be cut into for road construction. The Orem City Council voted unanimously November 10 to approve "Plan A", one of five plans presented that night by traffic engineer Ron Mortimer, a principal with Fehr & Peers Associates, As-sociates, Inc., a consulting firm retained by the city to work on the complex project. Councilwoman Judy Bell said it was being rumored that the city was taking action on the intersection in-tersection signalization and road in order to "kill" the golf course so that the planned city-owned course to be built near Utah Lake would do better. Bell asserted the . intent is to mitigate traffic, not to destroy the golf course, and she noted, "We need to make Mr. Stratton whole." Keven Stratton's family leases the golf course land from the city. City Manager Jim Reams said the city would have not only a moral obligation, but also a legal le-gal obligation to compensate Stratton for the effects of the road improvements on the golf course. The preferred proposal calls for the installation of a traffic light at 800 North and Palisades Drive. The Palisades road then extends across 800 North to form a new road that branches to access ac-cess the elementary school site on one side and to connect in-1400 in-1400 East on the other side. Advantages for the "Plan A" proposal are that it utilizes an existing bridge over the canal, has the support of the Utah Department De-partment of Transportation, and has the lowest construction costs at an estimated $750,000. Right-of-way costs were not figured into any of the estimates, which ranged from $750,000 to $1,125 million. Public Works Director Richard Manning said the Palisades800 North intersection improvement project was part of the city's road bond project that was approved a couple of years ago. The project was put on hold, but has come to the fore again because of the new school. At first, he said, the Alpine Al-pine School District wanted to service the school from 800 North. Manning said there were several sev-eral objectives the city hopes to achieve with the intersection road plan: to create a safe access to the new elementary school for all students; to create a signal- , ized access to the school from 800 North; to create an access to the school that connects the 1100 East and 1400 East neighborhoods neighbor-hoods (other than 800 North); and to have a traffic signal in the area. Darlene Moody said she did not understand why the city had to make the road plans work. She said Alpine School District should have to take responsibility. responsibil-ity. City Manager Jim Reams said the Palisades800 North intersection intersec-tion issue is one that has been discussed and examined for a long time. The new school is not causing the problem, he explained, ex-plained, just bringing the issue to a head. Manning said city staff needed a "definitive concept" to go forward, for-ward, and that they would have to get right at the project, completing com-pleting portions before water comes back in the canal in the spring. "Please don't change your minds," Manning said. "We will be forging ahead." The issue will come back as a discussion item for final approval in the November 24 council meet- , ing. Lifeline, Inc., gets permit Lifeline, Inc., a youth behavioral behav-ioral counseling and treatment organization, received approval from the Orem City Council November No-vember 10 for a daytime treatment treat-ment center in the Orem Business Busi-ness Park at 1197 South 1480 West. A parking modification was also approved for the business. With the square footage of space Lifeline intends to rent, 54 parking park-ing stalls would normally be required re-quired out of a total of 86 provided pro-vided on the site. However, Lifeline's peak usage time would be Monday and Thursday evenings eve-nings from 5:30 p.m. to 8:30 p.m. for parent sessions, a time when most of the other businesses in the complex would not be using theitalls.
