State of Utah, met in regular session, in full conformity with law and the ordinances and rules of said City at the City Hall within said City, being the regular reg-ular meeting place of said City Council, at the hour of 7:30 o'clock PM on Wednesday, the 15th day of June, A D. 1949. Upon roll call, the following members, constituting a quorum, were present: J. W. Gillman. Mayor Woodruff Jensen, Councilman Philo T. Edwards, Councilman E. H. Johnson, Councilman. Vic Durham, Councilman A. A. Richards, Councilman Also present, H. V. Wentz, City Attorney. Absent: None. The meeting was called to or der by Mayor Gillman. Councilman Woodruff Jensen introduced the following ordin ance and moved its adoption; ORDINANCE NO. 105 WHEREAS, the City Council of Orem City heretofore published publish-ed its notice of intention, as provided pro-vided by law. to create a Special Improvement District, to be called call-ed Special Improvement Sewer District No. 9, fixing Oct. 4, 1948 as the date to hear protests and objections, and WHEREAS, inasmuch as no protests or objections were filed the Special Improvement District Dis-trict No. 9 was created, and WHEREAS, Orem City there after caused notice to contract ors to be published as provided by law, for bids on the construction con-struction of the work to be done in said district, and said bids were received and contract awarded to the lowest and best bidder, and HHEREAS, said work has heretofore been fully complet ed and has been accepted by the City Engineer and by the Orem City Council and the total cost and expense of said work and improvements has been deter mined to be $9,174.50 and said amount has been properly pro portioned against the abutting property in said District as provided pro-vided by law and assessment lists showing said apportionment apportion-ment and the front foot levy and the total amount proposed to be levied against each property owner in said District has been completed by the City Engin eer and prpesented to the City Council and a Board of Equalization Equaliz-ation has been named and its sittings have been held after proper notice for the purpose of hearing protests, and WHEREAS, no protests hav ing been received, the said ass essment lists have been ratified and confirmed by the City Council and the levy has been duly made and the property owners in said District affected have been notified by publicat ion and by mail of said levy and opportunity has been given as provided by law for payment in full to be made by such prop erty owners as so desire and in response thereto there has been received the sum of $480 60 and the balance needed to pay for said work in said District is therefore the sum of $8,693 90 and for convenience the city has determined to pay $193 90 of said amount leaving $8500.00 to be raised by the issuance and sale of Special Improvement Bonds of said district. NOW THEREFORE be it or- dained by the City Council of Orem City as follows: Section 1. That for the pur pose of raising funds to defray said unpaid expense of construction construc-tion of said Improvements, Orem City shall issue and sell its Special Spec-ial Improvement Sewer District No. 9 bonds dated July 1, 1949 !n"-mounts and maturities as shown below and bearing inter est at 5 percent per annum and having annual interest coupons attached thereto. Said bonds and interest hereon shall be payable at the Farmers and Merchants Bank, Provo City, Utah and shall be issued as prescribed by law and by the ordinances of the City and in full conformity with Section 15-7-50 Utah Code Annotated 1943, and also as provided pro-vided by the Special Improvement Improve-ment Guaranty Fund Ordinance heretofore passed by said City. Said issue of bonds shall consist of 17 bonds in denomination of $500 00 each and said bonds and interest coupons thereon shall be in form and wording as provided by law. Mr. Carter and B. L. Tippetts were the speakers and the new officers offic-ers of the LDS girls organization organizat-ion spoke. The teen age talk was given by Jerry Hansen. Emil Hansen sang a solo, accompanied by Mrs. William Vernon. The following were released from the YMMIA presidency: Neil Newell, president, Rulon Petty and Charles Dearing, counselors, and Earl Carter, secretary. sec-retary. Charles Dearing has been released re-leased as general secretary of the Deacons quorum and Joseph Jos-eph H. Peterson was sustained in his place. Ardith S. Dodge was sustained sustain-ed as the Teachers advisor, re placing William II. Chinn. Rex Dunford has been releas ed as first counselor in Keith Young, Sunday School superintendent. superin-tendent. Francis B. Greenhalgh, was released as second counselor counsel-or and sustained as first counselor coun-selor and Neil Newell was set apart as second counselor.
