' Z a Li: J A 'Fair' chance Olch heads to Lillehammer by NAN CHALAT-NOAKER Record staff writer The final round of bidding for the 2002 Olympic Winter Games has officially begun and by the time this edition of the Park Record hits the news stands, Park City Mayor Brad Olch will be winging toward Lillehammer, Norway. Both as mayor and as a member of the Salt Lake City Olympic Bid Committee, Olch's assignment will be to personally lobby International Olympic Committee representatives : during their pregames general session. He will also do some reconnaissance work on just how a town goes about hosting the world. According to a ruling Tuesday by Third Circuit Court Judge Michael Burton, the couple's landlord Alan Frandsen must honor a verbal agreement allowing them to stay through Aug. 15 of this year. - As part of the ruling, Miller and Smart are also required to turn over to Frandsen the past-due rent which has been paid into an escrow Public Defender Elliot Levine responds to allegations, criticism by DAVE MACFARLANE Record staff writer Calling the conflict between himself and the Utah Supreme Court one of philosophical and political differences, Summit County Public Defender Elliot Levine responded Wednesday to allegations, news reports and his dismissal from two cases in the last five months. In a telephone interview, Levine said that he has been misrepresented to the public by the high court, and that the basic thrust of the conflict stems from a difference of views on exactly what the job of public defender entails. "You have to understand the basis of the whole conflict between me and the Supreme Court," Levine said. Ten cities Park City and Salt Lake City still have Olympic stars in their eyes but the competition to host the 2002 Olympic Winter Games is going to be tougher than ever. As of Tuesday's filing deadline, a record number of cities had officially applied to host the event. Police Chief Frank Bell has begun hiring a reserve police force to augment existing personnel at peak times such as the winter tourist season and during summer festivals. "Park City has a unique law enforcement environment," Bell said. "It is highly seasonal, with lots of special events that require extra police to cope with people who come here from other places. There are lots of peaks and valleys in personnel requirements." He also said that Park City police continue to provide services that police do not offer in other places, such as security for absentee property owners and responding to things other police departments consider petty, like helping residence and business owners with burglar alarm problems. Last year, Bell asked the City Council to budget for a police reserve force, and they set aside $35,000. This money will pay for the cost of setting up the program: submitting applications to the state by DICK GRIFFIN Record staff writer A survey recently conducted by the Park City School District indicates that residents favor a "zero tolerance" policy to drugs on campus and among other things favors the imposition of impact fees on new construction. The Visioning and Strategic Planning Survey was mailed to households in the Park City School District last November. A total of 714 questionnaires or nine percent were returned. According to Dr. Don Fielder, Park City School District Superintendent nine percent is a good response. "Many polls that you read of in the papers are often based on returns or samples as small as two percent of the total population being surveyed," said Fielder. "The large return from Park City area residents tells us, with a fair degree of certainty that the findings are truly representative of the beliefs, attitudes and opinions of the community on the issues addressed." This training will begin Feb. 16, and take place at various sites around the city. Five of the group are either already certified and working as police officers in other areas, or are retired and have kept their certification current. The others will receive 160 hours of training by the Park City Police Department. Although there are no upper age requirements, candidates must be at least 21 years of age and pass the agility portion of the training.
