Deposed leader Hilla Limann dropped out of sight after the coup, led by Jerry J. Rawlings, and diplomats had reported he was under house arrest. But Ghana's official radio said Monday that Limann was arrested Monday while apparently trying to escape the country. He and three security personnel were stopped at a roadblock 50 miles from Accra, the capital. Rawlings, a former flight lieutenant, seized power in 1979 from Lt. Gen. Frederick Akuffo. After 112 days in office, he handed over the presidency to Limann. But last week, Rawlings charged that the present government was'guilty of drug profiteering and denial of human rights. Rawlings dissolved Ghana's constitution, its parliament, and all political parties. He said all decisions would be made by his provisional National Defense Council. Canal Zone, Panama Fifteen Polish seamen jumped ship here and asked for asylum in the United States, bringing to more than 115 the number of Polish seaman defectors in Canada and the Americas. Fourteen sailors and six of their wives deserted a Polish vessel in Australia, and other Poles threatened to hold their boats in Vancouver as a protest against martial law'ip their homeland. Manila, The Philippines The family of a popular Filipino sports hero said he is missing and blamed President Ferdinand Marcos. Marcos Mar-cos was angry, they said, because their son, Tomas Manotoc, eloped in Virginia last month with Imelda Marcos, the president's eldest daughter. Court records in the U.S. confirm the marriage, but a spokesman for President Marcos Mar-cos denied the wedding, and said that, in any case, Filipino law does not recognize Maijotoc's divorce from his first wife, beauty queen Aurora Pijuan. The Manotoc family, which opposes Marcos on political grounds, said the president had opposed the love match. Manotoc, an amateur golfer and professional basketball coach, was last seen a week ago Tuesday dinning in an exclusive restaurant with Miss Marcos . NATIONAL Washington President Reagan said Monday that there was no wrongdoing in the conduct of security adviser Richard Allen. But Allen was shown the White House door anyway, to be replaced by Deputy Secretary of State William P. Clark. A White House source said that Reagan and Allen agreed the change would be better, in view of recent controversy. Allen was under investigation in-vestigation by the Justice Department for his receipt of $1,000 from a Japanese magazine; for gift watches he had received from Japanese friends, and for mistakes in his government financial statements. Clark will have broader powers as the new adviser, ad-viser, including a direct line to the president. The new adviser, who was a chief of staff when Reagan was governor of California, came under sharp attack last year at his Senate confirmation hearings for his lack of knowledge of foreign affairs. af-fairs. . Des Moines, Iowa A local man threatened to kill himself one minute before New Year's Eve so his family could qualify for welfare. In an anonymous letter to the Des Moines Register, the man said he was killing himself because the 1981 Iowa State Legislature decided two-parent families were not eligible for Aid to Dependent Children payments. But after hearing a radio appeal from the Register's editor, the man, 36-year-old Navy veteran Lester Williams, contacted a psychiatrist. Williams later told reporters he planned to accept a job offer from a department store. - Williams' note had said that after Jan. 1, "I will no longer be living in the home. Forgive me, Polk County, for the expense of my burial." The incident sparked a. debate over the change in welfare regulations. A Democrat in the state legislature, Tom Jochum,' said Williams' plight was "a perfect example of Reaganomics at work" and he cited instances where the prohibition on two-parent families had broken up homes. But GOP legislator Delwyn Stromer said that the job offer proved that work was available for welfare recipients. Victor Buono, frequently seen as the "Fat Man" villain of numerous movies and TV shows in the 1960s, was found dead in his home Friday of natural causes. Buono was 43. Hans Conried, a veteran of show business of nearly 45 years died of a heart attack Tuesday at 64. He was probably most familiar as "Uncle Tonoose" on the Danny Thomas Show. The 6-foot-4, 400-pound Buono began playing character parts at a young age, beginning, with "What Ever Happened to Baby Jane", which won him an Oscar nomination. " ) Hans Conried, by contrast, was a cadaverous expert, playing the haughty, temperamental college professor, psychiatrist, or concert master. He lent his voice to hundreds of animated cartoons, car-toons, notably as Captain Hook in Disney's "Peter Pan" and Snidely Whiplash in the "Dudley Doright" shorts. Washington-Supreme Court Justice William Rehnquist has returned to work on the high bench after being treated for drug, withdrawal that caused short "disturbances in mental clarity" according to a hospital spokesman. The drug was apparently treatment for a back problem that has long afflicted Rehnquist, but a medical spokesman said that when it was withdrawn the justice started to hear and see "things that other people did not hear and see." Observers have noticed that in recent months Rehnquist, considered con-sidered the most conservative Supreme Court judge, has had trouble speaking from the bench.
