We have entered a period of growth that will require great attention and planning in order to meld Park City a tourist resort with Park City a great place to live. Qualifications As Executive Director of the U.S. Ski Team, I am a proven administrator and problem solver. Being responsible for the needs of a hundred athletes and staff, I am eminently familiar with the problems of budgets, goals and planning. I would bring these skills to city council in addressing the issues at hand. As my community activities ac-tivities are diversified, I am able to represent the varied interests of Park City citizens. I am an avid recreationalist, active in soft-ball, soft-ball, jogging, biking and cross-country skiing. As a director of the Kimball Art Center, I am involved with the cultural and educational growth of the community. My involvement with the Ski Team makes me acutely aware of the ski industry and ski resorts with a feeling for their problems. Lastly, my previous background in real estate finance makes me qualified to deal with the issues of growth. Growth It is important to understand under-stand the basis for the current growth in Park City. Growth was the objective of the previous Land Management Code and Master Plan. Park City was trying to recover from difficult dif-ficult times and was as yet an unestablished resort. Clearly, we have now reached a turning point; Park City is established and growing. It is important not to lump all growth as the same. For example, I believe that commercial growth, which provides the goods and services ser-vices that many must go to Salt Lake for, has been neglected at the expense of residential and tourist development. We should favor a more balanced approach ap-proach that allows all areas of growth to expand in proportion to needs of the community. The worst situation would be a singular expansion without equivalent growth of goods and services. It is now time to meld the interests of Park City, the ski resort and tourist town with Park City the residential residen-tial community. This can be accomplished by: An update and revision of the Master Plan and LMC such an update must include extensive input by local citizens. Establishing a reasonable growth goal and ultimate capacity, particularly par-ticularly with an eye to sewerwater capacity, traffic traf-fic capacity and other support sup-port services. We must not let these capacities be used up by one singular type expansion ex-pansion at the expense of balanced growth. A review of all zoning densities den-sities which were originally adopted to promote development. This would include in-clude a review of hillside development and establishing specific tourism areas and specific residential areas. A review of specific architectural ar-chitectural guidelines to the Planning Commission which reflect the fact that this is a mountain community and that we should maintain that theme in new development. A review of the city's capability to enforce the existing ordinances and future capacity to implement im-plement new "Growth" controls. con-trols. Responsible growth is growth that provides for continued con-tinued prosperity but allows for reasonable periods of settlement, set-tlement, i.e., not having to replace new sewer lines every year because capacity has been outstripped. Traffic The traffic problem is both a long term and short term issue. In the short term, there are some very specific things which can be done such as: City issued permits for road closings designated as non-peak traffic hours. Citations for unauthorized road obstructions. obstruc-tions. Speed dips in residential areas. Reduced speed limits on Park Avenue and Main Street. Restrict heavy construction construc-tion traffic on Main Street. Better signage in and around schools, including bus stops, flashing lights, etc. Long Term: Park City should provide a contingency plan for the new highway funding in the event Federal or State funds ara not available when construction construc-tion is ready to commence. This should include rights of right of way, plan, etc. Park City should not be totally dependent on Federal and State Funding; our need is too great. Continue progress on city bus system. Provide a major parking area for tourist ski traffic. Recreation Development of Master Plan for cross-country trails, bike paths, horse trails and jogging paths, in conjunction with UDOT and new highway. high-way. Continue to acquire new park acreage including allotments in new major projects. Develop master plan for 7 acre park near Mt. Air Market. Conduct a survey of citizens to determine reacreation priorities. ' Assign a city employee to Recreation Director responsible for park maintenance main-tenance (restrooms, trash, watering, etc.). Pursue feasibility of development of "public pool." Develop more children activities and facilities, within the parks; playground equipment. Move softball lights to new field and out of residential residen-tial areas. Require subdivisions of over 48 units to provide a recreational facility such as a playground. Fire District Establish a full time fire staff in conjunction with volunteer program. Increase revenue base for fire district to provide necessary funding to maintain main-tain capacity.
