An ad hoc group of 40 homeowners from the Prosepctor Park and ' Prospector Village areas convened Monday at the Prospector Square Conference Con-ference Center to lay plans for forming a homeowners association. - "I called the meeting after af-ter receiving several phone calls by locals who were worried about the completion com-pletion of developments in their area," said Vicki Webber, who was voted temporary chairperson of the association. "Many of the complaints concern street lighting, buffer zone landscaping and the quality of building inspection." The group was informed by attorney Paul Landis that the four subdivisions represented by the homeowners Prospector Village and Prospector Park, Phases I, II and Ill-have Ill-have different CCR guidelines (covenants, conditions con-ditions and restrictions the body of rules that stipulate developer responsibility and housing guidelines). Since the CCRs already are established, membership in the proposed homeowner association would be strictly voluntary. Such a voluntary association nevertheless could influence development of the areas by informing residents of development plans, presenting member wishes and proposals before the city, bringing suits and applying social pressure, Landis said. One proposal for forming the association involves electing five officers one from each subdivision and one elected at large to represent and head the group. At their Monday meeting the homeowners listed the following priorities: 1. Petition the city to hire additional building inspectors. inspec-tors. (Many of the homeowners feel that the numerous building starts in their area has overwhelmed the capabilities of the city's single building inspector, BobSkanter). 2. Form an architectural committee to oversee new home construction and encourage en-courage builder cooperation on design. (Some of the homeowners are interested in interpreting inter-preting the CCR guidelines as they see them. They feel social pressure on the builders would be more effective ef-fective than pressure currently applied by the present architectural committee, com-mittee, which was formed by the developers. They wish to form their own architectural ar-chitectural committee. This can be done provided a maioritv of lots in (hp area Park City will be receiving $60,000 through general revenue sharing during the next fiscal year, and that money will be fun-neled fun-neled through the city recreation fund. City Manager Wayne Matthews Mat-thews told the City Council Thursday night that the federal dollars are allocated on a per capita basis and according to need. "The funds are generated through various sources in the federal government and they share it with the people," Matthews said Tuesday. "The money is allocated to states, counties and cities based on population and need to assist in alleviating raising taxes. It's been an ongoing program for a number of years." Organize uniform mailbox installation. 4. Develop specifications for strict curb trees and bid the landscaping work. 5. Enroll homeowners lor cable TV installation. 6. Determine completion dates for public utilities, buffer zone and park landscaping, land-scaping, street lighting and street signs. 7. Encourage homeowners to landscape. "We're not a vigilante group out to reform Park City," said Mrs. Webber. "We just want some say as to the direction of development develop-ment in our neigh borhoods." City To Receive Revenue Sharing undecided, but it will be used for the betterment of the city's recreation facilities and piograms. Truckers Not The Only Ones Park City municipal employees em-ployees went on strike for almost four hours last Thurs day, protesting proposed salary increases included in the 1980 budget. City Manager Wayne Matthews Mat-thews said the 22 city em ployees, who work at the city shop for the transpor tation department, balked at the proposed salary in crease of 7 percent now and 4 percent beginning Januarv 1. The work stoppage began at 7:30 a.m. June 21 and ended en-ded at 11:00 after city of ficials negotiated and set tied on a 10 percent raise effective ef-fective immediatelv.
