Along with the recommendations, recommend-ations, the planning commission comm-ission heard a general summation summ-ation of the physical and financial conditions existing ' within the fire protection district. Height Restriction Lehmer said the Park City Fire Department's lack of a ladder truck could "expose the city to legal problems" if fire should 'strike buildings which exceed the department's depart-ment's current height cap-' abilities. The commissioner recom mended that buildings be restricted to two stories until a ladder truck can be purchased. She added that a formula should be adopted which would require developers develop-ers who are "creating the demand" to pay for the tmck. A new ladder truck would cost the district $19000, Lehmer said, and would require two years lead time in ordering. A fire protection study conducted in Park City in June of last year by the i Insurance Services Office of . Utah listed the absence of a ladder as a major inadequacy of the local fire department. . Density Lehmer said although the rclty has tried to be "innova-; tive" by implementing cluster clust-er exceptions into its zoning ordinance this practice has "created the most problems in fire protection." ; The cluster exceptions, which allow high densities surrounded by open space, give rise to fires which are "hard to contain and easy to spread," the commissioner said. Fire Chief Sullivan supported support-ed Lehmer s stand and expressed opposition to add itional condominium develop ment. Seven of eight alarms which occurred over a two month period last year originated in condominium developments, Sullivan said. "They're a pain in the neck," the chief added. ' The total operating budget for the ski season is expected to be in the $46,000 range and the committee expressed confidence that the additional addition-al $10,000 needed can be collected through pledges from the business community. commun-ity. '' ' ' , Negotiations are underway with the Salt Lake Transportation Transpor-tation Company to provide the no-fare bus, system in conjunction with a "dial Ride" service which would be a SD-cent shared ride taxi system utilizing radio-dispatched mini-vans. City Manager Wayne Matthews Matt-hews and City Attorney Cari . Nemelka, who are representing represent-ing Park City in the negotiations, and attorney Rick Prince, the Salt Lake Transportation representa tive said they are hopeful of reaching an agreement within with-in a month. A draft of the agreement will be presented to ",. the transportation committee for review before signing. , City Manager Matthews said the major commitments made so far have come from the Park City Municipal Corp., the Park City Ski Corp., Moana and the Park City 1 Lodging Assoc. In addition to the major contributors, contri-butors, individual business people are also being contact- ' ed for pledges. The committ- ee stated that early response-s response-s were "99 percent positive."
