Show Wednesday, February 25, 1 976 MOSS PUSHES FOR QUAKE PREDICTIONS yfi(Sinfiiala Found Driw Page 10 Emidls ' Senator Frank E. Moss, D-Utah, D-Utah, said last week that the U.S. must take steps to reduce the hazards of earthquake ear-thquake before disaster occurs and that the key to effective earthquake prediction might well come from the National Aeronautics and Space Administration. In . testimony before the Senate Subcommittee on Oceans and Atmosphere, Moss said lack of action untL' now has been caused by - failure to recognize tw( facts; One, that earthquake can and will occur in densely populated areas. Two, that ' modern technology can minimize the dangers of earthquake, both to life and property. "We will be grossly negligent if we wait until a disaster has occured in Los Angeles, Boston or Seattle before we take action to mitigate ' the potential dangers of earthquake," he said. Moss noted that a major earthquake occured along the Utah-Idaho border in April of last year. "We were fortunate," for-tunate," he told the hearing, "that the epicenter of the earthquake was in an area largely uninhabited. However, everyone remembers the devastation in San Francisco in 1906 where more than 700 lives were lost and damage exceeded ex-ceeded $500,000,000. The extensive growth of population in the United States in recent years-which will surely increase in the future-means that we can no longer ignore protection against this natural disaster form." . Mqss said he believes the most advanced research taking place today in earthquake ear-thquake predictions and monitoring of the earth's movements is coming from the National Aeronautics and Space Administration. "In April of this year, NASA will launch the Laser Geodynamic Satellite (LAGEOS) which will be used to measure the crustal movements of the tectonic plates covering theearth's surface and to monitor those phenomena which cause earthquake," he said. "Next year they will launch the Magnetic Field Satellite (MAGSAT) which will help the United States Geological Survey to update maps of the earth's magnetic field declination and enhance our knowledge of the geologic structure of the earth." Moss also urged that private industry be assimilated into the research efforts. He said one of the results of a 1975 field hearing he 'conducted in Utah as chairman of the Aeronautical and Space Sciences Committee Com-mittee on earthquakes was that there are many among the private groups with the capability to augment the efforts of governmental agencies such ' as the U.S. Geological Survey and the National Science Foundation in monitoring earth stresses. "The science of earthquake prediction is new," Moss said, "but we have made great strides in the last 15 years or so and we can now take some significant steps for protection." hi WENT . 7:00 a.m. to 40:00 fi.m. - . ... . v ,...t...rr.r,.?.;7.-.,.T . t wM-r 1 Breakfast served until 2:00 p.m. Reasonable lunches and ' .family dinners.'
