But as City Planning Director Van Martin said Monday, "We haven't been able to keep to a schedule yet;-;':.: So with the consummation date of the often-discussed, often-derided, often-defended and long-awaited revised ordinance still in doubt, the Master Plan Committee continues to burrow its way through a myriad of documents, details and definitions. Schedule The chronology calls for Master Plan Committee meetings to be held on Jan. 22 and 29. . ., , On Feb. 11 a public input meeting is slated to afford citizens the opportunity to express their opinions on the proposed land management ' code. These opinions will then be digested by the committee , on Feb. 12 and those considerations con-siderations thought to be valid will be incorporated into the text. 1 Next, on Feb. 29, "if all goes smoothly," approval of the Park City Planning Commission will be sought as is required by state' law. .-. If this hurdle js cleared, the city council, on Feb. 19, will be asked to approve the publication of March 15 as the ' date for the final public hearing on the revised zoning ordinance. After the completion com-pletion of the public hearing, the ordinance can be approved ap-proved or disapproved by the council at any time. . Changes ' Referring to the evolution of the ordinance which was scheduled for completion in Nov.-of 1974, Martin said, "Progress has been slow. There have, been many changes in the text and too many changes in the people working on the ordinance. When you have a change in the people, you have a change in ideas." f More Restrictive "" ' "It . appears the present Master Plan Committee is trying to make the ordinance more- restrictive," Martin observed. "I got the feeling at the last public meeting that people want it less restrictive," he said, adding that it looks as though the public and the committee are "getting farther apart.". Not Much Success ' Martin said another contributing con-tributing factor to the slow pace of progress has been the fact' that "we haven't had much success in getting people to the Master Plan Committee meetings since the first of the year." ' Aside from the attendance problem, the city planner mentioned the many changes and additions which have been incorporated into the definition section of the ordinance or-dinance and into the zoning categories regarding lot size requirements and permitted and conditional uses in different dif-ferent zones. Continuity A lack of continuity has been another stumbling block hindering the revision according ac-cording to Martin. 1 ' - "It's too bad the revised zoning ordinance couldn't have been finished while Gene Carr (planning ' consultant con-sultant to the city) was still involved," Martin said. "He had a particular idea in " mind." v' "I'm getting in on it in the middle, trying to pick up the paddle and row in the same direction." However, if the planning director had been present from the start, that direction would have been somewhat different. "I would have leaned on the old ordinance more heavily," Martin said, "I'm dubious of coming ir.to( a community with a plan which has never been tested.", , , ; i.
