He was 78. President Ford, commenting on the leaders death, said, "Premier Chou En-lai will be long remembered as a remarkable leader who has left his imprint not only on the history of modern Chinas but also on the world scene." The Premier's death is not expected to have any affect on the United States' imnrnvin relationship with the People's Republic of China. , Rome Italy continues to be plagued by domestic problems as a million workers staged strikes throughout the country on Thursday to back demands for new civil service contracts. NATIONAL Washington An irate President Ford claimed last Wednesday that disclosures of $6 million of secret CIA fundings for anti-Communist political leaders in Italy "truly damages our own national interest." White House Press Secretary Ron Nessen told reporters that Ford's anger was evident at a Wednesday morning staff meeting. Nessen said the President was convinced the news leaks of CIA political intervention in Italy have un- dermined U.S. foreign policy efforts, regardless of the reports' veracity. Nessen himself refused to confirm or deny the news accounts of the CIA operations. New York - During the heaviest trading in 10 months on the New York Exchange Wednesday, the Dow Jones indistrial average hit its highest level in more than two years as the market continued its New Year rally. Washington - Richard M. Nixon registered another historical milestone Wednesday as a three-judge federal court ruled for the first time in 200 years that a President was not entitled to his documents accumulated while in office.
