The Irrigation Convention last week developed to a marked mark-ed degree the conflicting interests inter-ests between the sheep and other interests of our state. There should be no conflict. The sheep-men have their rights as well as others, but it is a notorious notori-ous fact, that the way sheep are handled in our state, is to the detriment of the conservation of the water supply. It is simply a matter of regulation. The stock, by a judicious regulation, can be permitted to range the hills without injuring the water or decreasing the supply. Our ditches can be put in such condition, within our corporation, that one fourth of the water may be saved the present pres-ent season. The ditches are in bad shape and they ought to be remodeled. The City has the power to do this, and it ought to be done.
