The City Council has a stupendous stu-pendous job on its hands and one lhat will be found difficult of solution, if indeed it has the power, to do what is necessary for the greatest good for all the people interested. Our City now occupies an Anomalous position, in relation to the water question and the regulation thereof. Before the limits were restricted, the City had the undisputed right to tax all within its corporate limits fur the parpose of building reservoirs, res-ervoirs, and otherwise conserving conserv-ing the water supply, but since the segregation, it is a matter of serious doubtj whether the City can tax out-lying property, and enforce its collection, even to furnish those lands withvater. It would be manifestly unjust to tax the City to raise the funds necessary to build, a system of reservoirs to save the water for farming purposes outside its limits. It is quite certain that the City cannot be taxed, legally legal-ly for such purposes, and there you are. Until our environs were cut off, we could have legally enforced enfor-ced a"ft necessary measures for the conservation of ur waters, as our limits extended from Strawberry ridge to the lake border. bor-der. It would appear, at this juncture, junc-ture, that the early city fathers built better than we have given them credit for donig, and that those who so desired to be separated sep-arated from the City for the alleged al-leged reason, that; We are weary !ftE3,H? ytaxss withfluWrde-. riving any benefit therefrom, reckoned without their host, and tint it would havf been better for them to have remained, for now, neither they nor the City can do anything for tbe,r., by way of storing water for their benefit. Moreover, Springville has the right to regulate the wat.-r and distribute it throughout all the irrigating districts, and to levy an acreage tax to defiay the ex penses thereof. With this fact in view, there is much for the Council to do, that it has the undisputed un-disputed right to do, chief of which ts the commencement of repairing, by grading and cleaning clean-ing all the canals in the various districts, and not wait until the busy season is here. By a proper prop-er preparation of the ditches, with headgates in place, where-ever where-ever water is taken out, much can be saved. Many of the canals are much too large for the amount of water they are required re-quired to carry. In the dry season sea-son they get overgrown with grass to such an extent that a small stream is much diminished diminish-ed by seepage and evaporaton. Others may be much too small and by overflowrng great loss is sustained. All ducts should be so graded and kept so clean that the water may run as quickly quick-ly a3 possible from one holding to another, thereby saving the ater for the land. There is fall enough in the City to admit of proper grading so that the water may run quickly from point to point. The old style of digging up the streets and sidewalks side-walks to dam the. water should be abandoned, for it is wasteful and slovenly. Good lumber head gates are a necessity and should be put in before the irrigating eeason opens.
