Seventeenth Street, Suite 1000 Denver, CO 80202 PURPOSE OF PUBLIC NOTICE The purpose of this notice is to solicit public pub-lic comment on a proposal pro-posal by the Region 8 Ground Water Program office of the U.S. Environmental Protection Agency (EPA) to issue or modify an Underground Injection Control (UIC) Permit that authorizes the underground under-ground injection of fluids via the listed injection well or wells: Federal 9-13-9-17 1980 FSL and 660 FEL NESE S13, T9S, R17E Uintah County, UT BACKGROUND Class II wells inject fluids for enhancing enhanc-ing recovery of oil or natural gas or for disposal dis-posal of waste water or brine produced during conventional . oil or natural gas pro-. pro-. duction that may be : commingled with waste water from . gas plants which are an integral part of production operations . unless that water is ,( jcjapsifiecj.s a fyajz- ivr-y i ' km 'm r ardous waste at the time of injection. Class I injection wells inject industrial or municipal waste fluids below the lowermost low-ermost underground source of drinking water. Class III injection injec-tion wells inject fluids that allow for in-situ underground mining of minerals. The Federal 9-13-9-17 well is currently cur-rently a Green River Formation oil production produc-tion well. The applicant appli-cant intends to convert con-vert the well to an enhanced recovery injection well to support sup-port existing Green River Formation enhanced oil recovery operations opera-tions in the Greater Monument Butte Oil Field. The proposed injection injec-tion zone is within an established hydrocarbon hydrocar-bon producing interval that is not known to serve as a source of drinking water in this area. The approved injection zone for enhanced recovery is the Green River Formation between the top of the Garden Gulch Member to the top of the Wasatch Formation, estimated at 5,718 feet. Analysis of water from the proposed pro-posed injection zone indicates the total dissolved solids concentration con-centration is 23,004 mg1. There are no known surface folds or faults in the field. The proposed injectate is a blend of source water from the Johnson Water District supply line or Green River supply sup-ply line tht may be blended with other produced water at a Newfield Injection nFaoilityA vwhere.viiti is processed for individual individ-ual well injection. A Draft UIC Permit or permit modification modifica-tion has been prepared in accordance with provisions of the Safe Drinking Water Act (SDWA) as amended (42 USC et seq) and other lawful standards and regulations. The EPA has made a preliminary pre-liminary determination determina-tion that all underground under-ground sources of drinking water will be protected. A request for a hearing hear-ing must be made IN WRITING to the above address and must state the nature of the issues proposed to be raised at the hearing. A public hearing will be held only if significant signifi-cant interest is shown. FINAL PERMIT DECISION All comments received within the thirty (30) day period will be considered in the Final decision.
