Show Vemal Express NOTICE OF PUBLIC HEARING ENHANCED MONITORING PROVISIONS The Air Quality Board proposes additions to the list of insignificant activities activi-ties found R307-15-5(5). This subsection allows certain insignificant activities ac-tivities to be excluded from an operating permit application. The purpose of the proposed amendments amend-ments is to add additional insignificant activities to the current rule. Insignificant Insignifi-cant emission activities are emission points that release such small amounts of air pollution that including them in a source's permit provides little or no environmental benefit and unnecessarily burdens the permitting process. Consequently, omitting or reducing the permitting requirements for these emission activities activi-ties should make the process pro-cess more manageable and less costly for industry indus-try and the Division of Air Quality. NOTICE OF PUBLIC HEARING 40 CFR PART 63 INCORPORATION The Air Quality Board proposes amendment of R307-10-2 to incorporate 40CFR Part 63, Subpart M, and rename the section sec-tion "Part 63 Sources." The State will seek authority au-thority to enforce federal National Emissions Standards Stan-dards for Hazardous Air Pollutants (NESHAPs). It has traditionally been state policy to seek au thority for state enforcement, enforce-ment, and 40 CFR Part 70 requires that the State do so in order to incorporate incorpo-rate the federal requirements require-ments into operating permits. per-mits. The State presently has incorporated Part 63, Subpart L, National Emission Standards for Coke Oven Batteries. This proposal would bring all dry cleaners subject to the per-chloroethylene per-chloroethylene NESHAP under an identical state regulation. Present Utah rule R307-1-4.9.7 requires re-quires dry cleaners in ozone nonattainment areas ar-eas (Salt Lake and Davis Counties) to install a carbon car-bon adsorber or an equally equal-ly effective control device. de-vice. The federal Maximum Maxi-mum Achievable Control Technology for new dry cleaners is a refrigerated condenser. The proposed rule will incorporate into Utah rules the already-existing already-existing federal requirement require-ment that all new dry cleaners have refrigerated condensers. The cost to state government gov-ernment will be about $15,000 per year and will be covered by federal grant funds. Cost to the public and businesses will be approximately the same whether the rule is enforced by state or federal fed-eral agencies. EPA estimates esti-mates that capital costs for each 35 lb dry-to-dry machine with $200,000 in annual receipts are about $6300 and the resulting re-sulting annualized cost is $1000.
